Wenger still suffering but gloom lifts for Kean

LONDON, Sept 17 — There appears to be no light at the end of a very long tunnel for Arsenal manager Arsene Wenger after his side lost 4-3 at Blackburn Rovers today to leave them with just four points from a possible 15 in the English Premier League.

Wenger, who marks 15 years in charge of the club next month, has rarely experienced a run as bad as this in all that time.

Since losing to Birmingham City in last season's League Cup final in February, Arsenal have won just three of 16 league matches, and along the way have lost two of their most charismatic and important players, Cesc Fabregas to Barcelona and Samir Nasri to Manchester City.

Today's defeat keeps the pressure squarely on his shoulders, but at least lifted it from Rovers' boss Steve Kean after fans called for him to be sacked before the match.

An indication of the malaise in the Arsenal side was well illustrated at Ewood Park.

Twice they led, 1-0 and 2-1, yet conceded two own goals in the second half and ended up beaten by a Rovers side who had not won in the league and started the day bottom of the table.

Wenger, whose last trophy at Arsenal was the 2005 FA Cup, came under pressure from fans for the first time last season, and that will intensify after they lost for the third time in five league matches despite having far more chances and possession than Rovers.

He told the BBC afterwards: "We had so many chances in the game and on top of that we scored two own goals so it is unbelievable to understand, but we have to take it on the chin.

"At the moment defensively we are fragile because our confidence is gone due what happened at Old Trafford."

Arsenal lost 8-2 to Manchester United three weeks ago — the first time they had conceded eight in a match since 1896 — which prompted the Frenchman to uncharacteristically swoop for players on the last day of the transfer window when he brought in Mikel Arteta, Yossi Benayoun and defender Andre Santos.

It appeared that Arsenal might be regaining their usual self-belief after a fortunate 1-0 win over Swansea City in the league last week and a 1-1 draw at Borussia Dortmund in the Champions League on Tuesday, but the manner of this defeat suggests plenty is still wrong.

They were static at set-pieces conceding two goals through poor defending, and although Arteta created plenty of chances in midfield and they scored three, they wasted many more that an in-form confident side would have taken.

In contrast, Blackburn, who had managed just one point from their first four games, showed real team spirit and character.

The victory came against a background of disgruntled fans who staged a protest march before the match demanding the board sack Kean but he was in an upbeat move afterwards.

"Before today I think we have been on the wrong side of some bad results, but not bad performances," he told Sky Sports.

"I thought when we played at Fulham last week we dug in for the last 20 minutes — backs to the wall — and hung on for a point, and against Everton I thought we were excellent and should have won but we missed two penalties.

"Today we showed a lot of character which everyone has been questioning, well not everyone, just one per cent of people, about 200 who demonstrated and hopefully we can turn them around because the rest of the people who are behind us got a fantastic performance today and that's exactly what we are all about."

Indeed Blackburn climbed above Arsenal on goal difference with Arsenal's minus-eight the worst in the division. The Gunners have not finished outside the top four since a fifth-placed finish in 1995-96 — the season before Wenger arrived.

It is unlikely any Arsenal fans will march on the Emirates Stadium demanding he goes, but he faces a huge fight to maintain Arsenal's long-held position in the country's best four teams. — Reuters

Blackburn stun Arsenal for first win of season

LONDON, Sept 17 — Blackburn Rovers heaped more misery on Arsenal when they came from behind to beat Arsene Wenger's side 4-3 in the Premier League today with the Gunners conceding two second half own goals at Ewood Park.

Rovers climbed off the bottom of the table and up to 11th place after Aiyegbeni Yakubu scored two goals on his debut and Alex Song and Laurent Koscielny put through their own goal to give Rovers their first league win of the season.

Arsenal, returning to the northwest for the first time since being beaten 8-2 by Manchester United three weeks ago, took the lead when Gervinho scored his first goal for the club after 10 minutes.

Yakubu equalised 15 minutes later with his first goal for Blackburn before his former Everton team mate Mikel Arteta, who scored for Everton at Ewood Park three weeks ago, put Arsenal back in front after 34 minutes with a rising shot from the edge of the box.

Blackburn were level again after 50 minutes when Arsenal failed to clear a free-kick and the ball bounced off Song's thigh and past goalkeeper Wojciech Szczesny for the equaliser.

Nine minutes later Yakubu beat the offside trap to score from point-blank range to make it 3-2 and 10 minutes after that a stunning break from Blackburn which involved Junior Hoilett and substitute Martin Olsson ended with Olsson's cutback being turned into his own goal by Koscielny to make it 4-2.

Substitute Marouane Chamakh scored with a superb header to give Arsenal hope with five minutes remaining but Rovers survived a late onslaught to ease the pressure on manager Steve Kean after 250 fans staged a protest march calling for his sacking before the game.

Five games were being played later today including the match at Molineux between Wolverhampton Wanderers and Queens Park Rangers which was in doubt earlier after a power cut hit the city centre. — Reuters

Birth control device cuts cancer risk

PARIS, Sept 17 — Intra-uterine devices designed to prevent conception may also protect against cervical cancer, according to a study covering more than 20,000 women that was released on Tuesday.

Introduced in the 1970s, IUDs are today widely used around the world. The T-shaped device, containing either a plastic-and-copper wire or hormones, is placed inside the uterus to prevent pregnancy.

The study, published in the journal The Lancet Oncology, found that women with a history of using IUDs had roughly half the risk of developing cervical cancer compared to women who never used them.

Earlier research on IUD found a protection against cancer of the womb lining, but data on cancer of the cervix had been mixed.

Xavier Catellsague of L'Hospitalet de Llobregat in Catalonia, Spain and colleagues analysed data from 10 studies on cervical cancer and 16 studies on the prevalence of HPV infection.

Use of an IUD did not affect the risk of contracting human papillomavirus (HPV), but appeared to offer significant protection against both major types of cervical cancer.

For squamous-cell carcinoma, a cancer of the outer cervix, IUD use reduced likelihood by 44 per cent. For adenocarcinomas, which develop from the mucous-producing gland cells of the inner cervix, the risk was cut by 54 per cent, the study found.

The protective effect showed up in the first year and remained high even after a decade of use.

The findings, unexpectedly, also suggested that the risk of the human papillomavirus progressing to cervical cancer has been underestimated.

In a commentary, Karl Ulrich Petry of the Wolfsburg Clinic in Wolfsburg, Germany, described the results as "surprising" and likely to prompt a probe in failures in the widening programme to screen women for cervical cancer. — AFP-Relaxnews

Movie slams ‘pink-washing’ in breast cancer campaigns

TORONTO, Sept 17 — Pink ribbons dumb down the grim realities of treating cancer, and hide the profit-focused core of many high-profile fund-raising events, according to a movie that premiered at the Toronto Film Festival this week.

"Pink Ribbons, Inc." takes a detailed look at some of the colourful fundraising events in North America, where women, united in their fight against breast cancer and mostly dressed in pink, cheer their way along scenic routes.

The film questions the priorities of the campaigns and the broad use of the pink-ribbon logo as a fight-breast-cancer addition to products as diverse as T-shirts, toilet tissue and handguns.

"For me, pink ribbons were something very innocent," said Lea Pool, director of the made-in-Canada documentary, which emphasizes the corporate sponsors of many of the events.

"I think it's still not a bad idea, but I was very afraid of all the corporations and how they hijacked the disease and how they made profits out of that, and how there is pink-washing in the process of doing fund-raising."

Showing at the festival weeks before Breast Cancer Awareness Month, as cancer charities have dubbed October, "Pink Ribbons, Inc." pleads with fund-raisers to think about where the money they raise will go, and asks organisers to be more open.

It questions the logic of focusing on cancer treatment rather than prevention, pointing out that pharmaceutical companies stand to gain if more people use their drugs, and urges more research on the environmental factors that may contribute to breast cancer.

Some of the most moving scenes of the 97-minute movie centre on discussions among a group of women with Stage IV breast cancer, when the disease has spread to such an extent that doctors cannot offer the possibility of effective treatment.

"We're living. We're human beings. We're not just a little pink ribbon," said Maricela Ochoa, a member of the group.

Pool and producer Ravida Din, who finished treatment for breast cancer soon before starting work on the movie, said they did not want their film to discourage people from raising money for anti-cancer causes.

But they do hope that people will focus more on what the money would be used for.

"It's not about raising money it's asking the question about where that money is going," said Pool. Coining a phrase from an activist web site, she added: "Think before you pink." — Reuters

Bluesman Willie ‘Big Eyes’ Smith dies at 75

CHICAGO, Sept 17 — Grammy-winning blues musician Willie "Big Eyes" Smith, who was a long-time sideman for Muddy Waters, died of a stroke yesterday in Chicago at age 75, according to a statement on his website.

Smith's death comes less than six months after the passing at age 97 of blues master Joe Willie "Pinetop" Perkins, with whom Smith shared a Grammy win this year in the best traditional blues album category for their 2010 release "Joined at the Hip."

Smith said backstage at the Grammy Awards that he first met Perkins as a boy and was glad to have found success recording with his elder. "To tell you the truth, right now I'm one of the happiest men on earth," he said at the February event.

While the Grammy win at age 75 was Smith's first, he had previously had a long career playing with the late blues legend Muddy Waters.

Born in Helena, Arkansas, in 1936, Smith went to Chicago at age 17 and heard Waters playing for the first time. He later joined Waters' band as a drummer in the early 1960s.

In 1964, Smith was forced to pack up his drum kit for a time and he supported himself with odd jobs such as driving a taxicab in Chicago, according to a profile on his website.

But Smith rejoined Waters' band in 1968 and played with him through the 1970s, the period when Waters won his six Grammys.

Aside from the drums, Smith also played the harmonica and sang. In the 1980s, he performed in the Legendary Blues Band with Perkins, Louis Myers, Calvin Jones and Jerry Portnoy.

Neil Portnow, president and CEO of The Recording Academy, said in a statement that Smith was a "great, versatile Chicago bluesman" who "made an indelible impact" on the blues genre.

"Our sincerest condolences extend to his family, friends, fans and all who will continue to appreciate his rhythm and riffs for generations to come," Portnow said. — Reuters

Now what?

SEPT 17 — Glued to the radio, I listened as the prime minister took away some laws and announced plans for new ones. 

While it was heartening to note that the next time my friends and I are at the mamak running down the latest idiotic statement from a politician or debating a government policy, we wouldn't be arrested for our opinions or because we were an "illegal assembly", the cynic in me cannot help but wonder what future legislation awaits the common man.

I celebrate learning that the Internal Security Act (ISA) will be abolished. But I still worry about the new laws that are to be enacted to protect peace and harmony. And wasn't buying submarines we couldn't afford to protect peace and harmony, too? If the two new laws are only to be used in instances of terrorism, how do we first define "terrorism"? And who decides who's a terrorist? 

I worry that we are swapping one evil law for two. We need to know the details of these new pieces of legislation. And will the authors of these laws be open to debate outside the two Houses of Parliament? If these laws are to protect our people, then our people, including civil society, needs to have a say in it.

Hishammuddin Hussein may have his job made easier in not having to defend the ISA anymore, but that is not to say that the home minister is not going to whip out another "waging war against the King" excuse for another ridiculous reason.

I need more convincing here. The government's track record has been sordid. While these announcements on Thursday night may at first glance seem to be a step in the right direction, they are not.

The doctrine of the separation of powers is a beautiful pillar of democracy and, when practised in reality, will ensure that the rights and interests of the common person are looked after.

Unfortunately, teh tarik sessions and laws being amended so a judge can enjoy his pension does not give me enough faith in the system for the executive not to have a hand in deciding that a "terrorist" should be jailed for however long.

Similarly, the PM announced that media laws are to be amended. But while newspaper and broadcast organisations may not have to apply for yearly permits any longer, they are still under threat of their licences being revoked. 

The decision to amend the Printing Presses and Publications Act sounds more of an administrative benefit rather than a freedom of the press insignia.

If under existing laws, Utusan Malaysia can get away with murder, I rest my case.

Political survival or not, I am not won over. We still have a deplorable state of human rights protection. I still sigh when I pay my food bill. I am constantly cheesed off with the education system. I hate the fact that I earn lesser than people overseas who do half my job and I'm irritated with myself that I love Malaysia too much to want to leave.

It is going to take a lot more than these whitewashed announcements to win my vote.

Where is Fernando Torres?

SEPT 17 — What on earth has happened to Fernando Torres?

A little over a year ago, he was a sensational striker: fast; strong; great balance; good in the air; sublime finisher — he had the lot.

In fact, in one of my very first articles for The Malaysian Insider, back in October 2009, I recall describing him as "the greatest striker in the world."

At the time, it seemed a perfectly reasonable estimation. He had, after all, just scored a superb goal in Liverpool's 2-0 victory over Manchester United at Anfield, taking his tally for that Premier League season to nine goals in nine games.

Now, though, he's not even the best striker at Chelsea — never mind the rest of planet football. In 23 appearances for the Stamford Bridge club since his £50 million (RM244 million) move from Liverpool in January, Torres has scored just once. One goal in 23 games! That really is appalling.

And it's not just that Torres has been failing to score. The general level of his performances has also been below standard, with only occasional flashes of the brilliance that he displayed on a match-by-match basis during his time with Liverpool.

And, just to make himself even more unpopular with the increasingly doubting Chelsea public, Torres has been in the news this week after describing his new teammates as "very slow" in a Spanish media interview.

At least, that's one version of events. Torres himself claims that is a mis-translation of his actual statements, which were in fact a description of the team's style of play. That would be marginally better but, either way, it's hardly the sign of a player who is content in his surroundings.

The move to Chelsea has clearly not worked out well for Torres, and that kind of thing does sometimes happen — for whatever reason, a player fails to settle at a new club and never emulates his previous form. But Torres' problems seem to run deeper than that, because his decline set in long before the megabucks move from Merseyside to West London.

Going further back, he endured a miserable personal 2010 World Cup finals for Spain, failing to score in six appearances and suffering a game-ending groin injury within minutes of appearing as a substitute in the final against the Netherlands; while his teammates were celebrating Andres Iniesta's championship-clinching goal, Torres was lying on the ground in agony.

Injuries were a recurring part of Torres' life at that stage — he had only just recovered from a knee injury sustained in action for Liverpool two months before the start of the tournament in South Africa — and I believe it's likely that a lack of peak physical fitness is at the root of the Spaniard's current problems.

Look at it this way: he went into the World Cup finals injured after having a knee operation in mid-April 2010; he ended the World Cup with a new injury after damaging his groin in the final; he started the new Premier League season still recovering from those injuries but carried on anyway, playing with a gruelling schedule of 10 games in six weeks... and he's never fully recovered.

What Torres badly needs, I feel, is time off — the same kind of time off that has so reinvigorated Wayne Rooney this season. Rooney has just enjoyed the real rarity of a summer off — eight full weeks without competitive football — and he looks a completely different player from the jaded individual who laboured his way through much of last season.

Torres hasn't suddenly become a bad player, and at the age of 27 there should be no question that he's over the hill. But just over a year ago he suffered two bad injuries in the space of two months, was unable to enjoy the benefit of rest or a proper rehabilitation period, and as a result both his form and confidence have gradually dipped. From being a confident player on top of his game, he now has no zip, no spark, no edge.

Unfortunately for Torres, extended time off isn't a luxury that he's likely to be granted anytime soon. Chelsea's schedule is packed full with Premier League and Champions League fixtures, and Spain's qualification for Euro 2012 is already assured, so the striker faces the daunting prospect of back-to-back football for another 20 months — until May 2013, when he might finally get the chance to put his feet up.

That doesn't bode well for Chelsea's hopes of seeing their record signing return to the form that encouraged them to part with £50 million to secure his services. Maybe the arrival of Belgian prodigy Romelu Lukaku and the continued emergence of Daniel Sturridge will provide Torres with enforced rest by restricting him to the substitutes' bench, and that could be their best hope of recovering his mojo.

This weekend, Torres and Chelsea travel north to face rampant Manchester United. The very best players generally have the ability to save their best form for the very biggest games, so maybe tomorrow's meeting to Old Trafford will mark the beginning of Torres' rejuvenation. But I wouldn't bet on it — he just needs a break.

KUALA LUMPUR, 17 Sept — Kementerian Dalam Negeri akan mengadakan pertemuan dengan pejabat Peguam Negara dalam tempoh terdekat bagi memperkemaskan semua aspek mengenai pindaan dan cadangan undang-undang baru.

Ketua Setiausaha Kementerian Dalam Negeri Tan Sri Mahmood Adam berkata perbincangan itu membabitkan cadangan pemansuhan dan penggantian Rang Undang-undang Pencegahan dan pemansuhan Akta Keselamatan Dalam Negeri 1960 dan Akta Buang Negeri 1959.

Kedua-dua pihak itu juga akan membincangkan mengenai cadangan mekanisme penambahbaikan membabitkan aktiviti perhimpunan di tempat awam berdasarkan peruntukan di bawah Seksyen 27 Akta Polis 1967.

Dalam satu kenyataan hari ini, Mahmood berkata, pertemuan itu turut akan membincangkan peranan pasukan Ikatan Relawan Rakyat Malaysia (Rela) yang diasaskan pada 11 Januari 1972 di atas penguatkuasaan Akta (Kuasa-kuasa Perlu) Darurat 1964.

Selain itu, kata Mahmood, Kementerian Dalam Negeri akan mengusulkan kepada Peguam Negara senarai semakan untuk penelitian membabitkan perincian peruntukan undang-undang di bawah Perkara 150 Perlembagaan Persekutuan bagi membolehkan peranan Rela terus kekal relevan dan digubal semula sebagai Akta Parlimen dan diletakkan sebagai undang-undang di bawah Perkara 149 Perlembagaan Persekutuan.

Dipetik Bernama Online, Mahmood berkata, Kementerian Dalam Negeri juga akan mendapatkan pandangan Peguam Negara berhubung kajian pindaan membabitkan cadangan menghapuskan prinsip pembaharuan lesen cetak tahunan Akta Mesin Cetak dan Penerbitan 1984 dan digantikan dengan pengeluaran permit penerbitan dan lesen cetak sehingga dibatalkan.

"Bagaimanapun, sehingga kajian itu selesai dan pengumuman mengenainya dibuat, segala prosedur permohonan dan kelulusan lesen dan permit akan kekal sebagaimana proses sedia ada," katanya.

Beliau menjelaskan pertemuan dengan Peguam Negara dibuat susulan kenyataan Menteri Dalam Negeri Datuk Seri Hishammuddin Hussein semalam bahawa rang undang-undang baru baru perlu dibentangkan pada sidang Parlimen dalam tempoh terdekat selepas kajian menyeluruh dan pandangan semua pihak diambil kira.

Kelmarin, Perdana Menteri Datuk Seri Najib Razak dalam perutusan khas Hari Malaysia sempena sambutan Hari Malaysia 2011 mengumumkan pemansuhan Akta Keselamatan Dalam Negeri dan Akta Buang Negeri 1959 serta mengkaji semula Akta Kediaman Terhad 1933, Akta Mesin Cetak dan Penerbitan 1984 serta Seksyen 27 Akta Polis 1967 yang mengambil kira Perkara 10 Perlembagaan.

Mahmood berkata dalam perbincangan itu kelak, pihaknya akan membantu Peguam Negara memperhalusi segala gerak kerja yang berkaitan bagi memastikan cadangan lengkap dan komprehensif dapat dibentangkan untuk dipertimbangkan pada sidang Dewan Rakyat dan Dewan Negara.

"Bagaimanapun, berhubung bila ia akan dibentangkan kepada Parlimen, keputusan itu adalah tertakluk kepada hasil perbincangan Kementerian Dalam Negeri dengan Peguam Negara dan keputusan kerajaan," katanya.

Mengenai isu media supaya selari dengan hasrat kerajaan untuk mengamalkan dasar lebih telus dan terbuka, beliau berkata Kementerian Dalam Negeri akan meneruskan pelbagai langkah proaktif untuk menyokong pertumbuhan sihat aktiviti media di negara ini.

Beliau berkata antaranya ialah inisiatif penubuhan satu jawatankuasa khas di kalangan pengamal media utama, yang diadakan kelmarin, yang berfungsi sebagai sebuah forum bertanggungjawab menentukan sendiri hala tuju amalan media di kalangan mereka.

KUALA LUMPUR, 17 Sept — Selepas mendedahkan klip rakaman video seks, didakwa pelakunya Datuk Seri Anwar Ibrahim awal tahun ini, hari ini blog pro-Umno menyiarkan sedutan klip menunjukkan Ketua Pembangkang itu memasuki lif premis lokasi kejadian.

Sedutan yang dibawa blog papagomo menunjukkan Anwar memasuki lif sebuah apartmen dengan diiringi ahli perniagaan Datuk Shahzryl Eskay Abdullah, dirakamkan melalui kamera litar tertutup (CCTV).

Ia menunjukkan Anwar memakai baju ungu dan berselipar manakala Shahzryl Eskay sut berwarna hitam.

Dua sedutan klip dimuatkan iaitu masing-masing satu ketika masuk ke dalam lif dengan Anwar di depan dan satu lagi ketika keluar dari lif. Ketika keluar lif, Shahzryl Eskay berada di depan.

Butiran pada sedutan itu menunjukkan mereka masuk ke dalam lif pada pukul 10.09 malam dan keluar pada pukul 10.52 malam, 21 Februari lalu.

Tarikh itu sama dengan tarikh kejadian hubungan seks dengan pelacur dari China didakwa diadakan, yang didedahkan oleh "Datuk T" pada 21 Mac lalu.

Sedutan ini berwarna manakala klip rakaman yang didedahkan pada 21 Mac lalu pula berwarna hitam. Sedutan klip rakaman hitam putih telah pun didedahkan kepada umum melalui blog-blog Umno sebelum ini.

Kata blog papagomo, "rakaman yang mana dirakam oleh CCTV dengan warna jelas dan muka Anwar juga jelas kelihatan. Waktu rakaman juga selari dengan apa yang dilakukan oleh Datuk Seri Anwar bersama pelacur China tersebut."

Blog itu juga mendakwa waktu yang dicatatkan pada video seks tersebut seiring dengan rakaman CCTV yang menunjukkan Anwar masuk ke dalam lif dan kemudian keluar.

"Malah sebelum ini juga kita semua telah didedahkan dengan kehilangan Datuk Seri Anwar Ibrahim dalam Twitter dan Facebook waktu hubungan seks tersebut berjalan," kata blog tersebut.

Anwar sebelum ini telah menafikan "kehilangan" yang dimaksudkan dan beliau juga bukan lelaki yang didakwa dalam video itu.

Beliau membuat laporan polis pada 22 Mac lalu iaitu sehari selepas Shahzryl Eskay mendedahkan klip rakaman itu.

Shahzryl dan bekas ketua menteri Melaka Tan Sri Abdul Rahim Thamby Chik dan bekas bendahari agung Perkasa Datuk Shuib Lazim — mengelar diri mereka "Datuk T" — mengaku bertanggungjawab atas tindakan mendedahkan klip itu kepada wakil media terpilih pada 21 Mac lalu di Carcosa Seri Negara.

Sejak minggu lalu beberapa pihak yang seringkali mengkritik kepimpinan Anwar membuat kenyataan agar Ketua Umum Pakatan Rakyat disoal siasat berhubung aduan polis beliau, yang didakwa membuat laporan palsu. Ia termasuklah Puteri Umno.

Naib Ketua Puteri Umno Shahanim Mohd Yusof memohon polis bertindak terhadap Anwar, yang didakwa telah mempermainkan undang-undang dengan membuat laporan palsu di ibu negara, 22 Mac lalu.

Shahanim juga berkata Peguam Negara perlu mengambil tindakan undang-undang terhadap Anwar kerana membuat laporan polis yang tidak benar.

Hari ini, blog papagomo juga menulis "ada yang kata masih bukan Datuk Seri Anwar?"

Pada 24 Jun, trio "Datuk T" itu mengaku bersalah menayangkan rakaman video seks Mac lalu dan dikenakan denda total RM5,500 oleh Majistret Aizatul Akmal Maharani.

Shazryl dan Shuib didakwa secara bersama menayangkan bahan lucah secara terbuka di hotel Carcosa Seri Negara.

Rahim pula didakwa secara berasingan atas tuduhan bersubahat dengan mereka untuk melakukan kesalahan tersebut.

Peguam Datuk Seri Muhammad Shafee Abdullah mewakili Rahim, Suhaimi Salleh merupakan peguam Shuib dan Mohd Zamani Ibrahim bertindak sebagai peguam Shazryl Eskay.

Shafee dalam hujahnya berkata lelaki dalam video seks itu adalah Anwar ekoran keputusan kajian yang dibuat pakar dari Amerika Syarikat.

"Anwar sepatutnya didakwa kerana membuat laporan palsu," katanya.

Pengikut dan penyokong Anwar mendakwa klip rakaman ini satu lagi usaha Umno mahu menghancurkan kerjaya politik beliau menjelang pilihan raya umum ke-13.
