Michelin stars shining bright in New York

A Korean restaurant has for the first time won two Michelin stars in the 2014 New York edition of the prestigious gastronomy guide, which has awarded a record number of accolades.

Seven restaurants won the guide's highest three star-rating, unchanged from last year, earning the description of "exceptional cuisine, worth a special journey."

But in the two-star category of "excellent cuisine, worth a detour," the surprise breakthrough was Korean restaurant "Jungsik" run by chef Jung Sik Yim in Manhattan's trendy TriBeCa neighborhood.

"He's a brilliant young chef who worked in Korea, New York and also in Spain at a three-star Michelin (restaurant)," Michael Ellis, the international director of the annual guides issued by the French tire company.

"It's a very personal cuisine, which combines his Korean origins with high-level European techniques for a superb cuisine d'auteur," Ellis told AFP.

The number of two-star restaurants in New York fell from seven last year to five. They also include Atera - run by young chef Mathew Lightner in TriBeCa; Soto, a Japanese restaurant in Greenwich Village; the Italian Marea near Central Park and Momofuku in East Village.

A total of 55 restaurants got one star, up from 52 last year and nine of them for the first time.

New York holds onto its undisputed title as most diverse culinary capital of the world with 61 different cuisines represented, including Persian, Tibetan, Sri Lankan, Peruvian, Polish, fusion and gastropub, not to mention the European and Japanese classics.

"New York remains one of the most dynamic, most varied, most exciting culinary markets in the world," Ellis said.

Three French restaurants retained the top rank: Daniel, with chef Daniel Boulud; Jean-Georges, with Jean-Georges Vongerichten, and Eric Ripert's Le Bernardin.

Masa Takayama's Masa, Thomas Keller's Per Se, Eleven Madison Park featuring Daniel Humm and Chef's Table at Brooklyn Fare made up the rest of the three-star list.

Gordon Ramsay's The London lost its two stars. So did Corton in TriBeCa, which lost its chef, and Gilt on Madison Avenue, which closed.

In all, 930 restaurants got a mention in the guide, up from 896 last year. Sixty-seven got stars compared to 66 in 2013.

Another 138 were highlighted as Bib Gourmand, which signifies good eating at good value. Menus in this category offer two dishes and a glass of wine for a maximum of $40, excluding tax and service.

The 2014 guide also includes dozens of restaurants were diners despairing of the city's high prices can eat for less than $25.

Michelin also covers San Francisco and Chicago in the United States. Inspectors work anonymously and have a reputation for independence. – AFP, October 5, 2013.

Eating a hearty breakfast may boost fertility in women with a common menstrual problem, a new study suggests.

While prior research has found that the timing of our meals can affect our weight, a new study announced this week shows that it can also affect insulin resistance and hormone levels.

Making breakfast the largest meal of the day could boost the chance of women with polycystic ovary syndrome (PCOS), a menstrual problem that affects up to 10 percent of women of reproductive age, to conceive, researchers said.

Women with PCOS become resistant to insulin, which can result in an increase in male sex hormones known as androgens, impairing their fertility.

A research team from Hebrew University of Jerusalem and Tel Aviv University studied 60 patients with PCOS between the ages of 25 and 39 over a 12-week period. Each subject was told to eat about 1,800 calories per day, slightly below the recommended daily total for women, but with half having their largest meal of the day at breakfast and the other half at dinner.

Findings, published in the journal Clinical Science, found that there were higher levels of ovulation in the group who ate their largest meal, typically about 980 calories, at breakfast time.

Also among the big breakfast eaters, glucose levels and insulin resistance dropped by eight percent, while levels of androgens decreased by 50 percent. Those who ate a larger dinner showed no change.

"The research clearly demonstrates that indeed the amount of calories we consume daily is very important, but the timing as to when we consume them is even more important," said study leader Professor Oren Froy. – AFP/Relaxnews, October 5, 2013.

Mourinho says Eto’o off Premier League pace

Samuel Eto'o has yet to adjust fully to life in the Premier League with Chelsea, Blues boss Jose Mourinho (pic) said today.

Eto'o is still looking for his first goal for the London club following his August move from Anzhi Makhachkala.

The Cameroon striker, 32, is expected to lead Chelsea's attack at Norwich this weekend in place of Fernando Torres, set to be sidelined for three weeks with a knee ligament injury.

If Eto'o is involved from the kick-off at Carrow Road on Sunday, it will be his third league start and his fifth appearance for Chelsea in all competitions

Mourinho, speaking to reporters at London club Chelsea's Cobham training ground on Friday, said the forward had lost sharpness as a result of playing in Russia.

"The player I know, the professional I know...what happened in Russia in last two-and-a-half years I didn't know," added the Portuguese who had Eto'o in his Inter Milan side that won the 2010 Champions League.

"Normally when top player is one of the top players in Europe and then goes to Anzhi the pressure goes down, the motivation and physical condition and sharpness goes down.

"Now he's back in top European football and needs a bit of time to find that sharpness. He's playing a lot. He played 80 minutes this week and he is getting his form and an understanding of where he is.

"But the Premier League is a different picture. So give him a little bit of time."

Mourinho said Eto'o had to adapt his game in order to keep playing at the highest level.

"Players transform themselves with years. They get stronger in some aspects of their game, but lose other strengths," the manager explained.

"At Inter he played wide and came inside, very fast and I don't think can play the same way.

"He must be a more static player, a pure number nine. Players have to adapt to their age, potential and condition."

No loan for De Bruyne

Mourinho, meanwhile, insisted Kevin de Bruyne will not be going out on loan despite losing his place in the matchday squad for the Champions League victory over Steaua Bucharest in midweek.

The Belgium international has been linked with a January return to Werder Bremen where he spent two successful spells on loan but Mourinho is adamant the midfielder will remain at Stamford Bridge.

De Bruyne's absence from the Chelsea line-up has not prevented him being called up by Belgium for the forthcoming World Cup qualifiers.

And Mourinho said: "He is an important player for them. Normally national teams don't have as many options as big clubs have.

"If you go from team to national team it looks like Brazil and Germany have dozens and dozens and dozens of good players. And all the other countries are struggling for quality players and their options are limited.

"Kevin is important for Belgium and we hope he's selected because he could play two games. That would be more difficult with us at the moment.

"He plays in an area of the pitch where we have a lot of talent and that needs to develop and find stability and confidence. At the same time, he needs to understand that at this level competition is hard.

"The other day Andre Schuerrle played very well, Eden Hazard was not playing but will probably be coming back. Juan Mata was in a different situation but came back and played three good games.

The number two seed in Beijing staged an extraordinary comeback against Fabio Fognini in his quarter-final match to keep alive his hopes of unseating Novak Djokovic at the top spot.

He will now have to beat either American John Isner or Czech fourth seed Tomas Berdych in Saturday's match to return to the top for the first time since July 2011.

"It's something that doesn't create more pressure," Nadal said.

"It's something that already happened in the past. If that happens again, it will be good, it will be special for me, but we'll see.

"I am going to have a very tough opponent in front. In the end, it's another match. True, it's a little bit more special for that circumstances, but nothing else."

Nadal looked to be heading for a crushing defeat in his quarter-final after Fognini claimed the first set and powered to a 4-1 lead in the second.

But Nadal broke the Italian's serve in the seventh game, before winning the next three to take the second set 6-4.

Fognini, who is ranked 19th in the world, won the opener of the third set, but Nadal sealed his passage through to the semi-finals with victory in the remaining games.

Current China Open champion Djokovic has spent 101 weeks at number one, but can only remain top in the rankings if he reclaims his title and if Nadal fails to reach the final.

Nadal has not lost a hardcourt match all season, after he missed the opening few weeks of 2013 with a stomach virus.

He was also sidelined for the second half of last year with a knee injury.

Mississippi blues: The cost of rejecting Medicaid expansion

As Americans across the nation begin to find out what Obamacare has in store for them, many of Mississippi's most needy will find out the answer is nothing.

That is likely the case for William and Leslie Johnson of Jackson County, since the state decided not to expand the Medicaid program for the poor under President Barack Obama's Affordable Care Act. As a result, nearly 300,000 adults there will fall through the cracks of healthcare reform.

Many are the working poor - truckers, childcare workers, mechanics - who make too much money each month to qualify for Medicaid under Mississippi's existing criteria but not quite enough to get government help buying private health insurance on an Obamacare exchange.

Nationwide, 25 states have rejected the Medicaid expansion, leaving nearly 7 million adults who would otherwise have qualified for coverage without benefits. These states, many of them Republican-led, have declined government funding for an expansion largely because they say initially generous subsidies would eventually be reduced, leaving them with an unacceptably large burden in a few years' time.

Among those states, Mississippi faces one of the most dire situations. It tops the charts for poor-health indicators: highest in poverty, second-highest in obesity, highest in diabetes and highest in pre-term births.

For the Johnsons, the struggle for health coverage has been a years-long battle. In the 16 years since her birth, their daughter, Mackenzie, has already had 10 major surgeries to treat her club foot, dislocated hips and malformed spine, all due to a rare form of spina bifida that causes the spinal cord to split. (The Johnsons also have an 11-year-old son, Tyler.)

A major operation to insert two metal rods helped to straighten a 70-degree curve in Mackenzie's spine that was collapsing her lungs and making it difficult for her to breathe. It improved her condition to the point where she no longer qualified for a special Medicaid program for disabled children living at home. She hasn't had health insurance since last June.

"At this point, we're still fighting to get her on Medicaid, but being self-employed, if I gross a certain amount of money per month, they kick her off the program," said William.

In Mississippi, a two-parent working family of four earning $10,000 to $23,500 would not be eligible for assistance either through Medicaid or the exchange because the state did not expand Medicaid, said Ed Sivak, director of the nonpartisan Mississippi Economic Policy Center.

Healthcare reform was written for us

Twenty percent of Mississippi's nearly 3 million residents are on the Medicaid rolls. Twelve percent are on Medicare, and 20 percent are uninsured, according to the Kaiser Family Foundation.

In rejecting the Medicaid expansion, Republican Governor Phil Bryant is turning down an estimated $426 million in federal funds for next year. He has argued that the administrative costs borne by the state would be too high. A report by the Mississippi Institutions of Higher Learning estimated the cost of Medicaid expansion for the state at $8.5 million in 2014, rising to $159 million in 2025 as more people enrol in the program and federal subsidies step down from 100 percent initially to 90 percent.

Mississippi is also among the states that may get the least benefit from healthcare reform in other ways. Only two health insurers are offering coverage in the state on the federally run subsidized exchange for private insurance, with premiums for a benchmark plan costing more than the national average.

It was the sole state to apply to run its own exchanges and be turned down by the federal government because of concerns Bryant would not provide enough support to launch it. Instead, the federal government is running Mississippi's exchange.

State House Minority Leader Bobby Moak, a Democrat whose coalition has fought hard for health reform in Mississippi, says Bryant's arguments are a cover for rejecting anything President Obama supports.

"We like to say that the healthcare act was written for Mississippi, but our folks had the 'good sense' to turn it down," he said.

In late June, state House Democrats staged a showdown to force a vote on Medicaid expansion, holding up reauthorisation of the state's current Medicaid program, which serves one in five Mississippi residents. A last-minute legislative deal reached on June 28 saved the program but failed to expand it.

Bryant declined requests to speak to Reuters, but spokesman Mick Bullock said in an email the governor will not reconsider his position on Medicaid expansion, which he said was "bad policy" and "fiscally unsustainable."

"Governor Bryant will not put Mississippi taxpayers on the hook for something the state simply cannot afford," Bullock said.

You live with the pain

Without coverage, Mackenzie's family cannot afford to replace the wheelchair she has been using for the past six years. Nor can they afford $850 a month for physical therapy or the cost of replacing the brace she just got for her club foot. It doesn't fit properly, but "my ankle collapses when I walk without it," Mackenzie offers politely in an interview at the public library in the Gulf town of Pascagoula, a leading producer of ships for the U.S. Navy.

The town is the seat of Jackson County, where nearly 10,000 adults aged 18 to 64 will lose out on Medicaid.

Dr. Pamela Banister practices family medicine at Singing River Health System's clinic in Pascagoula. The not-for-profit hospital system offers a menu of services that all cost $49, from school physicals to treatments for sinus infections and rashes. On bigger-ticket items, the hospital offers a 40 percent discount to patients who can pay cash at the time of service.

That allows many patients to have their blood pressure checked or keep track of their diabetes, but often it's not enough to tackle bigger issues.

"I've got a man who's 62. I just know he's got to have Parkinson's. I made a stab at throwing a fairly affordable medicine at him, but it's not doing what he needs," Banister says. "I say, 'You need a specialist,' and he says, 'I can't afford it.'"

Mackenzie's father has had a nerve tumour on his foot since 2006, and he can't afford the surgery he needs.

"It's extremely painful, but the doctors want $5,000 down. The operating room at the hospital wants another $1,800 down," he said. "You live with the pain."

The Johnsons have been working with a program funded through the Affordable Care Act called Health Help Mississippi that helps families negotiate the red tape of applying for Medicaid in Mississippi, a process intentionally made more daunting by former Governor Haley Barbour, who famously charged that some individuals on the state's Medicaid rolls were driving BMWs.

Last year, William's trucking business made between $23,000 and $24,000, which should qualify Mackenzie for coverage under a Medicaid program that covers children in families who make up to 200 percent of the federal poverty level, or $47,100 for a family of four.

But they are just on the edge of qualifying for federal tax credits to help them buy insurance on the federal insurance marketplace, which would cover the whole family.

Mackenzie's mother, Leslie, a Republican, is no fan of health reform and believes people should pay their own way. But her daughter needs treatment.

"It's very hard. I need it and I don't want it," she said.

Hospital pressures

Mississippi's hospitals are also in a precarious position. The 2010 health reform law was designed to reduce payments to safety-net hospitals that serve a disproportionate share of poor patients. It was based on the premise that more people would soon gain coverage through Medicaid expansion.

Without Medicaid expansion, hospitals face cuts in these so-called disproportionate share payments.

Forrest General Hospital in Hattiesburg projects a $2.5 million loss for the federal government's fiscal 2014, which started Oct. 1, due to these reimbursement cuts as well as to across-the-board federal government spending cuts.

In a July letter to Health and Human Services Secretary Kathleen Sebelius, Mississippi's Bryant asked HHS to delay disproportionate share cuts to hospitals, as it had done in delaying other portions of the law. A month later, Sebelius replied, urging Bryant to expand Medicaid in the state and "take advantage of the generous federal matching funds."

It costs the state $1.4 billion annually to run Medicaid, its second-highest expense after education. An additional $3.5 billion comes from the federal government in a 4-1 match that substantially props up Mississippi's entire healthcare system, from hospitals to nursing homes.

Roy Mitchell, executive director of the Mississippi Health Advocacy Program, says ultimately the hospital payments issue may force the governor's hand. "The governor is standing in the tracks in front of a billion-dollar train. He's going to get run over at some point."

Mississippi Insurance Commissioner Mike Chaney, a Republican who has been friends with Bryant for decades, doubts Bryant will change his mind.

"The governor has his reasons. I do not know what they are. He has told me repeatedly he just does not trust the Affordable Care Act to do what it said it would do, and he did not trust the federal government at all to do what they said they would do," Chaney said. "He's pretty well set in stone."

Chaney, who dislikes a law he calls "poorly written" and "ill conceived," nevertheless says it is "the law of the land." He worked hard to develop a state-based healthcare exchange that would have given Mississippi more control over the insurance marketplace.

But, citing the governor's fierce opposition to Obamacare, HHS denied Mississippi's petition - the only state HHS turned down.

Moak says he and fellow Democrats will bring up the Medicaid issue again in the next legislative session. "We're not going to stop talking about it," he said. – Reuters, October 4, 2013.

Silk Road wound through dark side of the Internet

There is a dark side to the Internet, and it can be used for evil as well as for good.

A massive online bazaar hawking narcotics, weapons, forgeries, and other illicit items or services operated openly for years by relying on tools designed to safeguard privacy or foster a new world of Internet commerce.

Underground website Silk Road was seized by US authorities this week and its accused mastermind Ross William Ulbricht is to appear in federal court in San Francisco on Friday to determine whether he should remain in custody while the criminal case against him proceeds.

"Every technology has almost immediately been used to do bad things," said Alex Stamos, chief technology officer at Artemis Internet, which specialises in online security.

"People are going to do illegal stuff, but it turns out that it is really tough to run an eBay for drugs and not get caught."

Silk Road thrived on the principle that assurances of anonymity would free sellers and buyers to engage in transactions barred by law or frowned upon by society.

To accomplish this, Silk Road combined a Tor network for being invisible online with Bitcoin digital currency that can be as difficult to trace as cash trading hands in a dark alley.

"Part of the reason for the site's longevity is that it was hosted as a hidden service on the Tor network," Trend Micro security threat researcher Robert McArdle explained in a blog post.

Free Tor software lets people wrap data such as messages, website visits, or online transactions in layers of protection including encryption and then bounce it about machines in a worldwide peer-to-peer network to cover trails.

Each machine along the way only peels back a slight layer; enough to send the data to its next point in a journey.

Tor community members volunteer their computers to provide relay points and the resulting network makes it a challenge to trace Internet activities.

"Tor is not only used for criminal and dubious purposes, but is also commonly used by those who wish to have a sense of anonymity online or who live in countries where access to the Internet is restricted," McArdle said.

Encrypting data and obscuring online identities has been highlighted by a scandal about US spy agencies snooping on the Internet in the name of fighting terrorism.

"It is very difficult to be anonymous on the Internet," Stamos said. "You basically have to be perfect. You screw up once and you are doing something illegal, and you are toast."

Along with giving buyers and sellers promises that none would know who they are in the real world, Silk Road required deals to be consummated with Bitcoins, an Internet Age version of cash. The four-year old currency is increasingly used to make payments in online transactions.

Bitcoins are created or exchanged using complex software protocols that have resulted in them being referred to as "cryptocurrency." While cash tends to be paper or metal, Bitcoins are snippets of code given value by scarcity and the faith that they can be traded for goods or services online.

Owners tuck the digital currency away in Bitcoin "wallets," programs that safeguard the valuable code and allow it to be exchanged with other Bitcoin wallets.

There are a variety of "wallets" ranging from digital pouches tailored for smartphones to "vaults" hosted on secure servers online and backed up to prevent loss.

Bitcoin owners have private software "keys" needed to spend the digital currency, and transactions are publicly logged in what is called a "block chain" to help ensure the integrity of the process.

"It is not actually anonymous; it is pseudo-anonymous," Stamos said of using Bitcoins. "Every transaction is publicly viewable."

Silk Road tadded "Bitcoin Tumbler" software that jumbled data to make it even harder to determine which wallets digital currency came from.

The FBI reportedly confiscated approximately $3.6 million worth of Bitcoins from Silk Road.

While investigators did not release details regarding the seizure, they could do so by getting hold of devices or servers containing the Bitcoins or by breaking into wallets, which are typically password protected.

Ulbricht was arrested while using a laptop at a San Francisco library on Tuesday, and if he was logged into his account FBI agents could have gotten easy access to his stash of Bitcoins.

"People who do Bitcoins now, almost always crypto-geeks, get ripped off all the time and there is no way to undo a transaction," Stamos said. "It's a world where everyone keeps loads of cash and the only way to have Bitcoins is to be very well armed to protect them."

There is an estimated $1.5 billion in bitcoins on the market and the digital currency can be transferred directly between smartphones or any other type of computers, raising concerns by regulators it will be used for criminal or terrorist activities. – AFP, October 4, 2013.

Jackson’s mum slams “shakedown” claim over death trial

Michael Jackson's mother slammed Thursday a claim that her failed lawsuit against tour promoter AEG Live was an attempt at a "shakedown" to make money after her son's death. Katherine Jackson, 83, also insisted that the five-month trial had revealed the "truth," that AEG Live hired doctor Conrad Murray, even though a jury rejected the lawsuit overall.

Murray, who was jailed in 2011 over Jackson's 2009 death, meanwhile welcomed the verdict, saying he sobbed when he saw jurors rule that he had not been unfit or incompetent to do the job for which he was hired.

"My immediate reaction was one of tears; certainly, I cried," Murray told NBC's Today show. "I cried because for once the world was allowed to hear some of the facts ... much of which I was denied and my attorneys could not present during my criminal trial," he said.

"I was very relieved that at least the world had a chance of hearing some of the facts."

Katherine Jackson, in her first public reaction to the verdict, tried to put a positive spin on the rejection of her lawsuit after a five-month trial.

"We have said from the beginning that this case was a search for the truth. We found the truth. AEG hired Dr Conrad Murray, the man who is in jail for killing Michael Jackson," she said, according to the TMZ celebrity news website.

"AEG has denied for years, and continues to deny, that they hired Dr Conrad Murray. The jury found unanimously that AEG hired Dr Murray," she said.

AEG Live lead attorney Marvin Putman repeated after Wednesday's verdict his view that the whole lawsuit was an attempted "shakedown," to try to get money out of the promoter by making false allegations.

"AEG has repeated the mantra that this lawsuit was a shakedown," said Katherine Jackson.

"Such a statement is a slap in the face of the entire judicial system that allowed this case to go to a jury."

It is not known if the Jacksons will appeal the verdict.

TMZ quoted the Jackson family matriarch's lawyer Perry Sanders as saying: "All options regarding the balance of the jury verdict (the ruling there was no negligence) are being considered."

Norwegian comedy song The Fox enters US top 10 charts

The Fox, a cheesy Norwegian music video that started out as a joke has become an Internet sensation, storming into the US top 10 music charts.

The zany song and video by Norwegian comedy brothers Baard and Vegard Ylvis, released on September 3 to promote a comedy show, asks the question: "What does the fox say?"

With over 80 million views on YouTube, some have compared the viral success of the video - which features people in animal costumes dancing in a forest - to the global hit Gangnam Style, which still has a comfortable lead with nearly 1.8 billion views.

"The Fox" shot to eighth place in the popular music chart compiled by US music magazine Billboard this week, ahead of major artists such as Lady Gaga and Lana Del Rey.

The Ylvis brothers are not letting success go to their heads however, with Baard calling the catchy tune a "rubbish song".

But that has not stopped them from making star appearances on leading US talk shows.

The song has spawned a multitude of remixes - some attracting fans of their own - including one made by a brass band in Ohio.

Stephen King’s Doctor Sleep debuts at top of US best-sellers fiction list

Stephen King's latest novel, Doctor Sleep (pic), debuted at the top of the US best-sellers fiction list on Thursday, pushing The Longest Ride by Nicholas Sparks into second place.

The list is compiled using data from independent and chain bookstores, book wholesalers and independent distributors nationwide.

Kemarahan dan keluhan semakin kedengaran di kalangan ahli politik Umno, blogger dan penjawat awam yang membantah pentadbiran Datuk Seri Mohd Najib Razak (gambar) kerana terlalu bergantung kepada konsultan, daripada merangka polisi awam sehinggalah kepada kerja-kerja remeh seperti menyediakan pembentangan power point kepada agensi-agensi dalam kerajaan.

Malah secara faktanya, terdapat kebimbangan yang besar ke atas kerajaan dan pengurusan aset negara Khazanah Nasional yang mengambil khidmat konsultan luar seperti McKinsey and Co, Boston Consulting Group, Frost and Sullivan, Ernst and Young dan sebagainya, sehingga menimbulkan persoalan yang membingungkan.

Adakah kebergantungan kepada perunding ini membawa kepada penurunan kualiti sektor perkhidmatan awam negara?

Mengapa Khazanah Nasional dan syarikat-syarikat berkaitan kerajaan mengupah konsultan ini untuk operasi pejabat, sedangkan mereka mempunyai beribu-ribu pekerja yang dibayar dengan gaji yang tinggi?

Terdapat konsultan yang dikaitkan dengan setiap tugasan utama di Malaysia. Daripada pelan Iskandar, hinggalah pelan tindakan pendidikan, koridor ekonomi, rancangan lima tahun ekonomi, kereta api berkelajuan tinggi ke Singapura, strategi pilihan raya, penjenamaan, dan sebagainya.

Tekanan yang dihadapi parti pemerintah dan perkhidmatan awam ke atas perkhidmatan luar Malaysia dilihat telah pun bermula.

Satu kajian daripada penyokong Umno dan kakitangan awam badan kajian bebas Merdeka Center mendapati rasa tidak puas hati yang tinggi terhadap penggunaan perunding kerajaan ini.

Sebanyak 42% daripada mereka yang ditinjau berasakan perunding yang digunakan pentadbiran Najib tidak memberi sumbangan yang memuaskan.

Baki 30% pula tidak pasti mengenai sumbangan perunding.

Dalam perbincangan bersama kumpulan kecil dengan ahli-ahli akademik, badan pengkaji tersebut mendapati wujud kemarahan terhadap kecekapan agensi kerajaan iaitu Pemandu, dimana pensyarah universiti kecewa kerana terpaksa menerima arahan daripada konsultan tersebut tanpa mempunyai matlamat yang jelas serta tidak memahami situasi sebenar yang berlaku di dunia.

The Malaysian Insider mendapat tahu pendedahan baru-baru ini dimana McKinsey mengenakan RM20 juta untuk menyediakan Pelan Induk Pembangunan Pendidikan telah membawa kepada persoalan mengenai bilangan perunding dan bil-bil yang dikemukakan mereka di Dewan Rakyat.

Malah terdapat juga beberapa ahli Parlimen telah meminta Jawatankuasa Kira-kira Awam (PAC) untuk meneliti kesan bayaran terhadap kajian atau analisis yang dilakukan oleh konsultan tersebut.

Blogger pro-Umno terkenal Syed Akbar Ali menulis mengenai perkara tersebut semalam yang menyatakan sebuah syarikat konsultan Frost & Sullivan telah berkembang daripada 10 orang di Malaysia pada tahun 2000 kepada 120 orang tahun ini, dengan kebanyakan pelanggannya adalah daripada  agensi dan syarikat berkaitan kerajaan.

"Syarikat itu mendapat perolehan sebanyak AS$45 juta (kira-kira RM140 juta) tahun lepas. Keuntungan hampir AS$9 juta (kira-kira RM28 juta). Saya fikir mereka telah menemui El Dorado mereka di Malaysia di dalam akaun bank Khazanah," kata Syed Akbar laman blognya, OutSyed the Box.

Beliau juga mendedahkan Frost & Sullivan bakal membuka sebuah pejabat di Iskandar Malaysia, yang dikendalikan oleh Khazanah Nasional. Beliau membidas syarikat tersebut kerana dengan dengan bongkaknya mengatakan mereka akan menjadi sebuah syarikat terbesar di dunia dengan 830 kakitangan pada tahun 2020.

Syed Akbar juga menegaskan bahawa Frost & Sullivan memberi anugerah yang tidak diketahui dikenali'Global Award for Visionary Innovation Leadership' kepada Pengarah Urusan Khazanah Nasional, Tan Sri Azman Mokhtar semasa lawatan keduanya ke San Francisco di mana syarikat negara yang kaya tersebut telah membuka pejabatnya.

"Dan ia begitu mudah untuk menggembirakan orang bodoh. Hanya memberikan mereka anugerah tersebut dan mereka akan menyerahkan semua wang tunai kami," kata beliau. - 4 Oktober, 2013.

DAP mahu pihak urus kemasukan K-Pop disiasat

Perbezaan jawapan antara menteri dan bekas menteri Kementerian Belia dan Sukan (KBS) mengenai kedatangan penyanyi K-pop dari Korea membawa kepada desakan DAP agar siasatan dibuat ke atas pegawai dan pihak terlibat.

Ketua Pemuda Dapsy, Teo Kok Seong (gambar) mendesak KBS membuat siasatan terhadap pegawai dan pihak yang terlibat dalam perundingan dengan penaja K-pop ekoran alasan yang diberi menteri tersebut, Khairy Jamaluddin Abu Bakar tidak masuk akal.

Menurut Teo Kok Seong alasan yang kononnya terpaksa membayar RM1.6 juta akibat penaja menarik diri pada saat akhir membuktikan kerajaan tidak berhemah menguruskan perbelanjaan kerana jelasnya ia adalah duit rakyat.

Ahli Parlimen Rasah itu mempersoalkan sekiranya KBS tidak mendapat persetujuan daripada pihak penaja, bagaimana kerajaan membayar wang pendahuluan kepada kepada penyanyi K-pop untuk datang ke Malaysia kerana ia adalah urusan standard bagi memjemput artis membuat persembahan.

"Kita mahu siasatan terperinci dijalankan kerana alasan yang diberi terlalu mudah. Ini menunjukkan bahawa kerana kesilapan dan kecuaian pihak yang berunding dengan penaja K-pop menyebabkan kerugian RM1.6 juta, iaitu duit rakyat," katanya dalam satu kenyatan hari ini.

Sehari selepas Khairy Jamaluddin mengakui pihak kementeriannya membayar RM1.6 juta untuk membawa tiga kumpulan K-Pop ke Malaysia untuk mengadakan konsert, penyandang jawatan itu Datuk Seri Ahmad Shabery Cheek menegaskan wang itu datang daripada para penaja.

Menurut Menteri Komunikasi dan Penerangan itu, kementerian menerima RM20 juta daripada penaja korporat dari dalam dan luar negara untuk sambutan itu.

Beliau berkata, wang tajaan berkenaan telah dimasukkan ke dalam akaun Majlis Sukan Negara oleh para penaja di mana ia tidak diambil kira oleh pihak Jabatan Audit Negara.

Mengikut laporan Ketua Audit Negara yang dibentangkan Selasa lalu, terdapat sejumlah wang sebanyak RM12.61 juta telah dibelanjakan oleh KBS sebagai Program Pemberian Bantuan (HBN).

Kos asal yang diperuntukkan KBS ialah RM15 juta namun pada mesyuarat Parlimen yang lepas, KBS memohon pembekalan tambahan untuk HBN sebanyak RM12 juta.

Kini mengikut laporan Ketua Audit Negara, terdapat sejumlah RM12.61 juta lagi dibelanjakan untuk HBN yang menjadikan kos sebenar HBN kepada RM67.61 juta. – 4 Oktober, 2013.

Ke arah melahirkan penulis drama, teater

Dinsman atau nama sebenarnya Che Samsudin Othman adalah budayawan, penulis dan sastrawan. Beliau menulis untuk kepuasan dan kebebasan berkarya.

Apabila sekumpulan pelajar universiti memilih untuk mengikuti kursus penulisan skrip drama/teater, kebanyakan mereka tidak berfikir yang mereka akan menjalani latihan untuk menjadi penulis kreatif.

Mereka fikir mereka akan belajar mengenai cara atau teknik bagaimana hendak menulis skrip, iaitu sebagai menambah sedikit pengetahuan mengenai drama. Bukan untuk membolehkan mereka benar-benar akan menulis skrip drama/teater.

Ada perbezaan antara belajar bagaimana hendak menulis, dengan belajar untuk menjadi penulis. Belajar bagaimana hendak menulis tidak semestinya berakhir dengan menulis atau menghasilkan karya atau menjadi penulis. Ia sekadar menambah pengetahuan mengenai penulisan sahaja, iaitu tahulah dia nanti apa itu yang dikatakan skrip drama dan sedikit sebanyak pengetahuan mengenai drama dan penulis-penulis drama, dan apakah teknik serta teori yang terdapat dalam penulisan skrip drama/teater.

Antara dua hal yang berbeza itu tidaklah hendak saya katakan bahawa yang satu itu lebih baik daripada yang lainnya. Terpulanglah kepada keperluan kita. Dan sememangnya kedua-duanya pun perlu. Namun antara dua itu saya lebih suka memilih keperluan kepada lahirnya beberapa orang penulis drama/teater yang baru.

Adapun yang sebenarnya lebih kita perlukan dalam teater di negara ini adalah yang lain lagi daripada itu. Maksud saya, kita lebih memerlukan aktivis seni budaya yang berminat menganjurkan pementasan teater dengan lebih banyak di negara ini.

Memang kita kekurangan penulis skrip drama pentas (teater). Tetapi kita lebih-lebih lagi kekurangan aktivis seni budaya yang mahu menganjurkan pementasan teater, dalam keadaan wujudnya pelbagai halangan ke arah itu, khasnya halangan dalam bentuk tiadanya peruntukan kewangan bagi mengadakan pementasan teater.

Skrip drama pentas (teater) ditulis untuk dipentaskan. Ia tidak ditulis untuk dibaca, kerana bentuknya memang tidak menarik untuk dibaca, melainkan dibaca dengan tujuan untuk dipentaskan atau untuk tujuan tertentu yang lain, seperti membuat kajian dan sebagainya.

Kalau semata-mata membaca sahaja, skrip drama memang tidak menarik orang untuk membaca. Jadi ia ditulis bukan untuk diterbitkan sebagai buku untuk dibaca, tetapi untuk dipentaskan kepada khalayak penonton.

Untuk itu ia memerlukan kepada aktivis teater atau aktivis seni budaya, bagi menggerakkan usaha ke arah mementaskannya. Aktivis itu biasanya berada dalam kumpulan teater. Tetapi di Malaysia hari ini kumpulan teater pun semacam sudah pupus. Tidak seperti pada tahun 1970-an dan awal 1980-an dulu terdapat banyak kumpulan teater yang aktif. Sekarang keadaannya seperti tidak ada. Kalau ada pun hanya di universiti.

Jadinya kita tak boleh lagi mengharapkan kepada kumpulan teater untuk menggerakkan pementasan. Kita memerlukan kepada aktivis seni budaya. Siapakah pula aktivis seni budaya ini? Di manakah mereka ini berada (selain daripada yang bertugas sebagai pegawai kebudayaan di universiti itu)?

Kita akan bincangkan perkara perlunya aktivis seni budaya ini dalam kesempatan yang lain. Di sini kita kembali kepada soal belajar bagaimana hendak menulis dan belajar untuk menjadi penulis tadi. Dan saya lebih suka kepada perkara untuk menjadi penulis itu. Ada beberapa pemikiran mengenainya.

Pertama, kalau kita perhatikan pada penulis teater yang kita ada, kebanyakan mereka tidaklah lahir melalui belajar. Mereka tidak belajar secara formal bagaimana hendak menulis skrip teater sebelum mereka menulis karya teater mereka yang pertama. Mereka menulisnya dengan tidak perlu belajar terlebih dahulu. Mereka menulis kerana didesak sesuatu supaya menulis. Dan desakan itu saya percaya adalah desakan dari dalam diri mereka sendiri. Ada faktor yang menjadi pendesaknya.

Faktor pendesak dari dalam diri itu penting. Setiap orang yang menulis karya kreatif mesti ada faktor yang mendesaknya untuk menulis. Kalau tidak dia tak akan menulis. Seseorang itu menulis kerana dia hendak menyatakan sesuatu, atau hendak berkomunikasi dengan pihak tertentu. Atau mungkin sebagai usahanya hendak mengubah sesuatu, mungkin mengubah keadaan dirinya, atau keadaan masyarakatnya, atau mungkin mengubah sesuatu di dunia.

Maka saya katakan kepada kumpulan pelajar itu – saya tidak akan mengajar bagaimana cara atau teknik untuk menulis. Saya tidak akan syarahkan teori mengenai penulisan. Saya hanya akan membantu mereka menjadikan tulisan mereka lebih baik. Maknanya mereka sendiri mesti menulis. Mereka mesti ada dorongan dari dalam diri mereka supaya mereka menulis. Dan mereka mestilah tahu apa yang mereka hendak tulis.

Sama pentingnya dengan dorongan atau faktor pendesak dari dalam diri itu ialah tahu apa bendanya yang hendak ditulis. Kalau tak tahu apa-apa benda atau perkara yang hendak ditulis, maka apakah yang hendak dituliskan? Kosong. Kekosongan atau tempat yang kosong itu mesti diisi terlebih dahulu. Dalam diri seseorang itu mesti ada isinya yang hendak dikeluarkan.

Cara atau teknik bagaimana hendak menulis itu, di peringkat mulanya tidaklah begitu penting. Ia datang kemudian. Ia datang setelah ada dorongan untuk menulis dan sudah ada isi yang hendak dikeluarkan atau dituang ke dalam penulisan. Ia hadir sebagai faktor pelengkap sahaja.

Ramai pelajar dan pensyarah menganggap faktor pengetahuan teknik bagaimana hendak menulis karya yang baik itu sebagai faktor paling penting. Alasan mereka kalau tidak tahu bagaimana yang dikatakan drama/teater yang bermutu, maka bagaimanakah seseorang hendak menghasilkannya? Mestilah tahu dulu apakah ciri-ciri yang dikatakan drama/teater yang baik itu barulah boleh menciptanya satu.

Saya katakan itu fahaman/tanggapan yang salah. Seperti disebut di atas tadi, penulis-penulis teater kita kebanyakannya tidak lahir melalui belajar. Mereka tidak belajar pun bagaimana teknik menulis skrip yang baik sebelum mereka menulis karya pertama mereka. Mereka menulis kerana ada desakan dalaman ke arah itu dan kerana ada sesuatu yang hendak mereka nyatakan kepada khalayak/masyarakat.

Desakan dalaman untuk menulis itu – barangkali itulah yang dikatakan bakat. Tidak semua orang ada bakat itu. Dan tidak ramai orang yang ada bakat itu. Bagi mereka yang ada, kalau mereka tidak mahu berusaha memupuk dan rajin melakukan apa-apa yang diperlukan untuk menjadi penulis yang berjaya, bakat yang mereka miliki itupun tak akan berkembang dan mereka pun tidak mungkin boleh menghasilkan karya.

Usaha dan kerajinan itu penting. Ia sebahagian daripada disiplin untuk menjadi penulis. (Siapa kata penulis tidak ada disiplin?). Faktor ini pun akan kita bincang dalam kesempatan yang lain.

Jadi – bakat memang perlu. Itu paling asas. Tetapi kita tidak perlu risaukan faktor bakat ini kerana mereka yang tidak berbakat tentu tidak akan berminat menghampiri program seperti kursus penulisan ini. Mereka yang hadir itu tentulah mereka yang berminat dan mereka yang berminat itu tentulah mereka yang berbakat. Dan kalaulah berlaku di kalangan yang berminat dan hadir itu ada juga yang tidak menyedari ketiadaan bakat di dalam dirinya, tidak mengapa, nanti dia akan menyedarinya apabila proses latihan kursus ini mulai berjalan.

Langkah pertama, saya fikir, seseorang yang hendak menulis itu mestimempunyai sesuatu (dalam dirinya) yang hendak dituliskan. Iaitu, tahu apa yang hendak ditulis – itu paling penting. Bukan tahu bagaimana hendak menuliskan karya yang baik tetapi tidak ada sesuatu yang hendak dituliskan. Bayangkan anda mempunyai kepakaran dalam teori dan teknik penulisan sebuah karya yang baik, tetapi anda tidak mempunyai apa-apa yang hendak dituangkan ke dalam teori dan teknik penulisan itu – apa yang akan terjadi? Don’t doubt the “lost at sea” explanation

As many would know, aside from writing my articles, I am also a broadcast journalist and documentary filmmaker.

Hence, a lot of my time is spent on film and television production shoots. I shoot alone as a solo-journalist and also with a crew whenever the treatment calls for it.

I have been in many different and sometimes unnatural and even dangerous situations when I am on my production shoots.

I have been in quiet and serene environments such as in the jungle, small villages and air-conditioned studios where everything is nice and comfortable.

I have been in war and conflict areas whereby I have had to wear protective gear such as helmets and bullet-proof vests. I have even had to learn to shoot a gun (which I hated).

I have been in huge protests, riots and demonstrations where people around me have been shot at, gassed, bludgeoned and even pelted with concrete slabs.

I have had experiences shooting on flat ground, on hilltops and mountains, on skyscrapers, underground, and even in the sky.

But I have to admit, there was one situation in which I have to say was the most dangerous of all, and that was when I had to shoot on a boat at sea.

A crew consisting of two cameramen, a host, and myself, found ourselves shooting on a small fishing boat off the coast of Kuala Kedah.

We had the usual equipment necessary for a shoot with us; cameras, batteries, microphones, lighting and tripods.

The crew was also an experienced one with a total cumulative experience of more than two decades worth of shooting in all kinds of situations.

However, shooting at sea was outright scary due to the fact that our expensive equipment could, at anytime, drop into the water and sink to oblivion.

We took the necessary precautions of always keeping and eye and a hold on our equipment so to avoid that risk.

Unfortunately, a sudden wave took the fishermen controlling the boat by surprise and the intense wobbling caused one of our tripods to tip over the side.

I screamed in shock while one of the cameramen tried his best to lunge over and grab the tripod before it sank into the abyss. He was too slow.

And so it was that our day ended gloomily as we had lost an extremely expensive tripod of which we were responsible for.

But, the incident taught me a very valuable lesson. And that is, you cannot deny the fact that the sea is a very powerful entity indeed.

It can swallow up all kinds of things, from broadcast equipment right up to police weapons and firearms. Do not, and I repeat, do not doubt that one single bit!

The incident of the lost tripod on the boat off the coast of Kuala Kedah is a true story. The writer is even willing to "sumpah laknat" (swear on a Quran) if requested. – October 4, 2013.
