Germans want Unesco listing for “pure” beer

German brewers say a five-century-old beer purity law deserves a spot on the Unesco list for "intangible cultural heritage".

The law, called the "Reinheitsgebot" in German, was introduced in Bavaria in 1516 and adopted nationwide in 1906. It dictates that only water, malt, hops and yeast, and no flavourings or preservatives, may be used to make beer.

"If Germany is still regarded as the undisputed beer nation… that is due to the Reinheitsgebot," said Hans-Georg Eils, president of the German Brewers Federation.

Its acceptance to the world heritage list "would be for German brewers and maltsters a sign of appreciation and an incentive at the same time," Eils added.

The Federation calls the Reinheitsgebot the oldest still-valid food regulation in the world, and it is still cherished by many.

"Germans love their Reinheitsgebot," Berlin brewer Thorsten Schoppe told AFP, who added that some drinkers are sceptical at first when they hear the American-style craft beers he brews follow the law.

Brewers join German bakers, among other groups, calling for their crafts to be recognised by the United Nations' cultural organisation, Unesco, as "intangible cultural heritage", alongside Argentina's tango, carpet weaving from southwest Iran and France's four-course gastronomic meal.

Germany became the 153rd state party to Unesco's 2003 Convention for the Safeguarding of the Intangible Cultural Heritage this year. Its 16 federal states have collected proposals for possible inclusion on a national inventory, a prerequisite for later Unesco listing.

The Reinheitsgebot was adopted in the Bavarian city of Ingolstadt by the Dukes Wilhelm IV and Ludwig X, and later spread to other areas under the provincial system.

It was originally developed to protect beer drinkers from cheap and sometimes hazardous ingredients.

Germany is Europe's biggest beer producer, though annual per-capita beer consumption has been declining in the country for years. – AFP/Relaxnews, December 3, 2013.

World Cup draw like a box of chocolates, says Hodgson

Hodgson flies to Brazil today for Friday's ceremony when his team will discover who they face in next year's finals.

England are not one of the top seeds and could find themselves in the same group as hosts Brazil, world champions Spain or even arch-rivals Germany.

"We will hope for the best but it is like Forrest Gump and his box of chocolates," Hodgson said, without a hint of irony, at a news conference.

"We will open it up and see what we get, then try and digest it."

While their fans will chew over England's opposition, Hodgson said he was equally concerned with where his side would play in the vast South American country.

The southern cities like Sao Paulo will be relatively mild in the Brazilian winter but matches in northern venues such as Recife, Fortaleza or the jungle city of Manaus will be hot and humid and could favour some Latin American and African sides.

"I think the draw comes at a time when speculation is rife and people have a lot of fun looking at the potential possibilities," said Hodgson, 66.

"It is a nice game to play but I have got to say that I have not involved myself too much in that. We will get what we get really - the most important thing is to be there.

"You always hope the draw is going to be kind to you in terms of where you are going to play," added Hodgson.

"There are venues in Brazil that will be harder to play in than others. Maybe in terms of the teams you are drawn against, some on paper look harder than others, but I'm more concerned, if anything, by the venues than by the teams we draw.

"You have a bit better chance if you get one of the venues where the climate is kinder.

"The tropicality of Manaus is the problem. I'm not an expert on the venue so I don't want to go too deep into it but I'm just mouthing what everybody who has been following it has been saying.

"Manaus is the place ideally to avoid and Porto Alegre is the place ideally to get," he said referring to city in the far south of Brazil where the temperature is cooler in winter.

Hodgson, whose side lost two consecutive home friendlies against Chile and Germany last month, said being drawn against Lionel Messi's Argentina would not necessarily be a bad thing.

"We don't know how good Argentina are, we would all think 'blimey, Argentina are strong', but we don't know that," said Hodgson who was also coach of Switzerland at the 1994 World Cup. "They might be no stronger than Chile.

"The good thing is that if we get Argentina, for example, we will be there and have a chance to play them and believe we can go out and beat them."

Asked about England's outstanding player Wayne Rooney, who is in scintillating form for Manchester United, Hodgson added that he wished he could "bottle him up and keep him on a shelf until next May or June.

"But that is not possible so we just have to hope he is in the same form for the finals — and that would make a major weapon in our armoury."

Rooney, 28, scorer of 12 goals this season, has yet to shine at a World Cup.

He appeared unfit after injury at the 2006 finals in Germany where he was sent off during a controversial quarter-final defeat by Portugal and endured another dismal tournament as England made a second round exit in South Africa in 2010. - Reuters, December 3, 2013.

Malaysia qualify for rugby at Glasgow Commonwealth Games next year

Malaysia's rugby team that produced a commendable performance at the Asian Sevens Series have qualified for next year's Commonwealth Games in Glasgow, Scotland.

Malaysian Rugby Union (MRU) president Datuk Amiruddin Embi said Malaysia were selected after finishing among the top six teams in the Asian series that was held from June to November.

"We were just informed by the Commonwealth Games Federation that the Malaysian rugby team has qualified," he said at a press conference for the Agong's Cup championship today.

"We believe the list of teams that qualified for the 2014 Asian Games in Incheon, South Korea will also be known soon."

Amiruddin also announced that Mohd Mazuri Sallehuddin had been appointed general manager of MRU.

Meanwhile, the Agong's Cup, which has entered the quarter-final stage, will see Armed Forces facing Pahang, Kelantan versus Malacca, Sabah versus Terengganu, and Negeri Sembilan versus Johor on December 10.

The semi-finals are scheduled for December 12 at Universiti Putra Malaysia in Serdang and Universiti Kebangsaan Malaysia (UKM), Bangi. The final is slated for December 15 at the UKM Mini Stadium in Bangi. – Bernama, December 2, 2013.

Beyonce, 32, topped the list in a year where she made a carefully choreographed return to the musical spotlight after taking time out to give birth to her first child, daughter Blue Ivy, with rapper husband Jay Z.

The singer performed at President Barack Obama's inauguration in January, at the Super Bowl in February and kicked off a worldwide tour, The Mrs Carter Show World Tour, in April. The notoriously private singer also revealed glimpses of her life with Jay Z and their baby in a February HBO documentary.

Kardashian, 33, dropped to second place after a big year where she gave birth to daughter North West, and got engaged to rapper Kanye West, the father of her child. The "Keeping Up with the Kardashians" personality topped the list in 2012 and 2010.

Women continued to dominate the most-searched list for a second year running, as singers Rihanna, Taylor Swift and Madonna rounded out the top five. Canadian pop star Justin Bieber, who ranked second place in 2012, dropped to sixth place this year.

Rapper Nicki Minaj and pop singer Miley Cyrus, who both made the list in 2012, also were in the top ten this year, joined by troubled actress Amanda Bynes, who came in at No. 8.

Pop culture continued to lead web searches, but Obama cracked the list at No. 10 as the only politician in the top ten, faring better than last year, when he was ranked 46th on the list.

Search engine Bing annually releases list of its most-searched terms and phrases, breaking it down across topics such as entertainment, sports, technology and news.

The birth of Prince William's and Kate Middleton's first child in July topped the most searched news stories of 2013, followed by the Boston Marathon bombings in April.

Facebook led the most-searched social media sites, while online video streaming site Netflix topped the most-searched streaming sites.

Hong Kong’s illegal cancer drug trade driven by mainland buyers

Hong Kong pharmacies are selling the drugs under the counter to mainland Chinese visitors who have lost faith in their own medical system and are dodging high prices, in another example of how demand from China can impact wider markets.

One shopper at a Hong Kong pharmacy in the bustling commercial area of Mong Kok told AFP he had travelled from the southern mainland city of Guangzhou to buy the breast cancer treatment Herceptin.

"My wife needs it to survive," the man, surnamed Li, told AFP.

"I will save more than 8,000 yuan (RM4,231.88) per bottle if I buy Herceptin here. They may charge you 24,000 yuan (RM12,695.64) for this on the mainland."

Customers from China buying the medication without the required prescription is "very common" said Chui Chun-ming, the chairman of the Society of Hospital Pharmacists of Hong Kong.

"This illegal trade brings them (pharmacies) a lot of money," he said, referring to the city's small independent high street businesses.

Chui says that 90% of the cancer drugs sold in pharmacies in Hong Kong go to mainland buyers as most local residents get them direct from hospitals or their own doctors.

With drug companies imposing supply quotas for different countries based on factors including population size, Hong Kong could fall short if demand continues from beyond its borders, Chui told AFP.

"The problem is Hong Kong is a very small city and the supply is very limited," he said.

"In a few years, it might turn out to be another 'infant formula' issue."

Chinese parents became distrustful of domestic milk brands after a huge 2008 scandal involving formula tainted with melamine that killed six children and sickened 300,000 others.

Their concern triggered a rush on milk powder, which saw shelves emptied around the world — Hong Kong banned travellers taking out more than 1.8 kilogrammes of formula from March 1 this year.

Mainland demand has heaped pressure on Hong Kong's healthcare system in the past. Hospitals have banned mainland women who do not have local spouses from giving birth in the city to tackle increasing "birth tourism", fuelled by mums-to-be seeking better medical care and residency rights for their children.

Among their concerns are fears over the safety of medicines produced in China. Recent scandals include drug capsules made from toxic raw material derived from scrap leather and the busting of a ring peddling counterfeit tablets.

In 2008 a blood thinner called heparin, produced in China, was found to be contaminated and linked to dozens of deaths.

"People are not trusting their supply chains," Ben Cavender, an associate principal at the Shanghai-based China Market Research Group told AFP.

"They are worried that the drugs may be labelled incorrectly, or the quality is not that high, or the company decides to make it more cheaply in China than in the other countries, or they might be fake."

Buying or selling an anti-cancer drug without a prescription can lead to maximum fines of HK$100,000 (RM41,573.10) and two years' imprisonment for buyers, salesmen and pharmacy owners, according to the Department of Health. A spokesman told AFP that it had boosted surveillance in response to mainland drug demand.

There were 24 cases in 2012 which led to convictions for the illegal sale of prescription medicines.

But despite the threat of prosecution, the trade continues.

When an AFP reporter visited four small independent pharmacies in Hong Kong and asked for 440mg of Herceptin, all offered to sell it without a prescription.

Tse Hung-hing, President of the Hong Kong Medical Association, said he feared the consequences of the uncontrolled sale of such strong medication.

"They (anti-cancer drugs) are more toxic. It is not like you are buying Panadol," he said.

Tse added that the organisation had reported the problem to Hong Kong's Department of Health, but had not seen a significant response.

Pharmacies tend to buy their cancer drugs from private doctors as a safer route than getting them direct from drugs companies, as direct orders are likely to be more closely monitored by the authorities, says Chui.

The Hong Kong branch of Roche, which manufactures Herceptin, said it had been "made aware" of reports of mainland visitors coming over to buy oncology drugs.

"We are committed to supporting the relevant authorities with any investigations," it said in a statement to AFP.

According to a 2012 report released by the China National Cancer Registry, the country sees 3.12 million new cancer cases every year.

From 2006 to 2010, the number of cancer cases in Hong Kong rose at an average rate of 2.7% each year, four times more than the annual population growth rate, a report by Hong Kong Cancer Registry showed.

Chui believes the increasing pressure on Hong Kong's cancer drug supply could soon reach crisis point.

"The majority of community pharmacies in Hong Kong are owned by businessmen rather than professional pharmacists," he said.

"There is a high-probability that, in up to three years, the supply of anti-cancer drugs will become an issue." - AFP, December 2, 2013.

From employing private security guards to reducing the number of open entrances, officials gave tips on spotting and deterring militants, hoping to curb the country's worst wave of violence since 2008.

Shootings and bombings have struck all manner of targets in Baghdad and elsewhere, but cafes — where football-mad Iraqis often gather to watch the latest European games — have been badly hit.

Nearly 50 cafes have been bombed nationwide since unrest surged in April — 25 in Baghdad alone. The most recent — a suicide bombing in the southwestern neighbourhood of Bayaa — killed 15 people on November 21.

"The security situation faced by cafes means they should appoint one or two guards and close all but one entrance to control the flow of people and stop terrorists who wear explosives belts and want to kill people in cold blood," said Major General Saad Jaafar, deputy chief of Baghdad's security command centre.

Jaafar also suggested that cafe proprietors instal security cameras.

"The security forces need help from Iraqi citizens," he said, adding quickly: "This does not mean the security forces are unable to protect the citizens."

The violence has hit wide swathes of the population, from security forces and government officials to civilians visiting cafes, mosques and football pitches, with people killed at all times of day and night.

In all, more than 6,000 have been killed this year nationwide and nearly 950 in November alone, according to an AFP tally of reports from security and medical officials.

Measures to tackle the bloodshed include essentially barring half of the cars from Baghdad's streets on any given day, to trumpeting operations against militants that officials say have led to hundreds of arrests and the killing of dozens more.

But the violence has not ceased, hurting trade for cafe owners whose businesses are typically packed for matches ranging from Spain's La Liga to Britain's Premier League, as well as the exploits of Iraq's national team.

"Our work has fallen off a lot as a result of the terrorist attacks of recent months," said Mousa Mohammed, the owner of a cafe in Amil neighbourhood, which itself suffered a twin bombing on October 20 that killed 40 people.

Mohammed attended the seminar and said he was unlikely to follow all of the suggested measures.

"Appointing security guards at the entrance of the cafe and closing all the doors except for one will mean people will be completely unwilling to visit our cafes.

"They are the sources of our livelihoods," Mohammed said.

Some owners, including Mohammed Mustafa whose cafe is in Bayaa where the November 21 attack happened, took the advice to heart but also urged the security forces to increase patrols, especially in areas frequented by large numbers.

One suggestion from security officials was roundly rejected — that cafe owners close at 8:00pm to prevent increasingly frequent evening attacks that have rocked the capital.

"After the terrorist attacks on cafes, the security forces in our neighbourhood asked us to close, especially when Real Madrid is playing Barcelona and the cafes are packed," said Abdelaziz Youssif, whose cafe is in the Jamiyah district.

He was referring to the fierce following that any clash between the Spanish football rivals, known as the Clasico, engenders in Iraq.

"Is there any cafe in the world that closes its doors when Real Madrid and Barcelona are playing?" Youssif asked incredulously. - AFP, December 2, 2013.

You could do worse than "The Nao of Brown", which won Best Book at the British Comic Awards.

Written and illustrated by Glyn Dillon, whose work has also appeared as part of Neil Gaiman's "The Sandman" series (issue No. 62, to be precise), "The Nao of Brown" had already picked up the Special Jury Prize at this year's Angouléme International Comics Festival in January.

What's it about? "Nao" transports readers into the world of an eponymous Japanese-English obsessive compulsive who, just as Dillon had, goes to work in toy design while delving into illustration on the side.

Known for its contemplative watercolour style and a heartwarming storyline, the tale accompanies Nao through her struggles to compartmentalise the world (and herself) into manageable categories while on a quest for perfect love.

The British Comic Awards took place at the Thought Bubble comic convention in Leeds on November 23.

Also acknowledged as finalists in a close-run contest were "The Man Who Laughs" by Dave Hine and Mark Stafford, "The Gigantic Beard That Was Evil" by Stephen Collins, "Mrs Weber's Omnibus" by Posy Simmonds, and "Judge Dredd: Trifecta" by Ewing, Spurrier and Williams.

Best Comic went to "Winter's Knight: Day One" by Robert M Ball, while the Young People's Comic Award was given to "The Complete Rainbow Orchid" by Garen Ewing.

2012's Best Book winner was the "Nelson" anthology, with Best Comic going to "Bad Machinery: The Case of the Fire Inside" by John Allison and the Young People's award won by Luke Pearson's "Hilda and the Midnight Giant". - AFP/Relaxnews, December 2, 2013.

Selangor cadang syarat tanah rizab Melayu dikaji semula

Kerajaan negeri Selangor hari ini mencadangkan supaya syarat tanah rizab Melayu di negeri ini dikaji semula bagi memudahkan pelaksanaan pembangunan komersial dan perumahan.

Menteri Besar Tan Sri Abdul Khalid Ibrahim (gambar) berkata kajian semula itu perlu bagi membolehkan pembangunan dibuat kerana ia dilihat mampu memberi pulangan yang lebih tinggi biarpun kerajaan negeri setakat ini tidak membangunkan tanah-tanah rizab tersebut.

"Saya dapati ada tanah rizab Melayu dibangunkan hanya untuk tujuan pertanian dan saya rasa pembangunan seumpama itu merugikan mereka yang memiliki tanah berkenaan.

"Saya rasa pembangunan seperti ini iaitu pertanian, perlu diubah. Jika kawasan tanah rizab Melayu terbabit sesuai untuk pembangunan komersial dan perumahan, ia perlu dibenarkan.

"Langkah seumpama itu dilihat boleh mengelak tanah rizab tersebut terlepas ke tangan pihak lain," katanya bagi menjawab pertanyaan Datuk Mohd Shamsudin Lias (BN-Sungai Burong) ketika sidang Dewan Undangan Negeri hari ini.

Mohd Shamsudin meminta kerajaan negeri menyatakan jumlah tanah rizab Melayu yang telah dibangunkan mengikut daerah di Selangor.

Abdul Khalid turut mencadangkan sebarang pembangunan di tanah rizab Melayu pada masa depan dilakukan selari dengan arus pembangunan ekonomi negeri kerana beliau yakin ekonomi Selangor akan terus berkembang ke arah urbanisasi. – Bernama, 2 Disember, 2013.

Polis Kedah siasat semula kes rogol pasangan remaja, kata Peguam Negara

Polis akan membuka semula siasatan tentang kes rogol remaja 13 tahun dari Kedah yang telah berkahwin dan bercerai dengan lelaki yang dikatakan perogolnya, menurut Peguam Negara Tan Sri Abdul Gani Patail (gambar) hari ini.

Beliau berkata, gadia remaja itu membuat laporan polis di Balai Polis Kulim pada 15 Julai, 2013.

Katanya dia dirogol dua remaja kemudian dirogol oleh Mohd Fahmi Mohamed Alias yang kemudian menjadi suaminya.

"Saya sudah mengarahkan siasatan untuk dibuka semula demi kepentingan umum. Saya perlu mengambil kira kepentingan umum juga.

"Apabila laporan polis dibuat tahun lepas, dua diantara tiga suspek telah ditangkap. Suspek ketiga masih lagi berkeliaran sehingga hari ini walaupun identitinya sudah diketahui oleh pihak polis," kata Abdul Gani dalam sidang akbar di Putrajaya hari ini.

"Di antara dua suspek yang ditahan, salah satu daripadanya telah dikenakan hukuman di mahkamah dan mengaku bersalah. Dia kemudian menghabiskan masa di pusat pemulihan Paya Terubong," katanya.

Laporan media mengatakan perkahwinan remaja 19 tahun itu kepada Mohd Fahmi berlangsung pada 17 November 2013, setelah Mahkamah Syariah Kulim memberi kebenaran kerana beliau masih lagi di bawah umur.

Pada mulanya bapanya bersetuju akan perkahwinan itu untuk menutup aib.

Bagaimanapun perkahwinan itu berakhir dengan perceraian dan dakwaan bahawa Mohd Fahmi dan dua rakannya telah merogolnya empat bulan sebelum berkahwin.

Suspek kedua Mohd Fahmi, telah dibebaskan atas dakwaan pendakwa raya pada masa itu berikut beberapa alasan, menurut Abdul Gani.

Abdul Gani berkata, polis telah menyerahkan fail siasatan di mana hanya terdapat empat penyataan daripada Nor Fazira Saad, ibu saudara kepada mangsa dan doktor yang memeriksa mangsa.

"Saya telah bertemu dengan polis pagi ini dan telah memberikan arahan baru untuk siasatan dan telah memberitahu apa yang saya perlukan. Ini termasuk penyataan lain," kata Abdul Gani.

"Saya masih belum memberi sebarang kenyataan sebelum ini walaupun dengan publisiti yang diberikan media sosial dan media arus perdana kerana saya mahu menyelidiki fail itu terlebih dahulu dan mahu memahami fakta."

Apa yang dilaporkan dalam blog dan akhbar-akhbar bukanlah apa yang pendakwa raya akan bawa pada mahkamah, menurut Abdul Gani, itu adalah isi kandungan fail siasatan.

"Saya telah memberikan polis tempoh masa seminggu untuk mendapatkan maklumat tambahan yang saya cari. Kemudian saya akan selidiki pencarian siasatan itu sebelum membuat sebarang keputusan.

Abdul Gani juga mendedahkan bahawa dia telah menambah arahan kepada polis bahawa sebarang tarikh dakwaan rogol harus dirujuk kepada ibu pejabat.

Media melaporkan minggu lepas bapa remaja perempuan itu telah membolehkan anaknya untuk mengahwini Mohd Fahmi oleh kerana bapa remaja lelaki tersebut telah memohon agar dakwaan rogol itu ditarik.

Setelah melawat bapanya lima malam berturu-turut, ibubapa Mohd Fahmi berjaya meyakinkan bapanya untuk menarik balik laporan polis itu dan bersetuju akan perkahwinan anaknya itu.

Tetapi sesudah berkahwin, situasi menjadi lebih teruk lagi apabila perempuan itu menerima deraan daripada mertuanya di Padang Serai.

Bapanya memberitahu media bahawa ibu bapa Mohd Fahmi tidak pernah menyukai Nor Fazira dan hanya mahukan perkahwinan itu berlangsung agar anaknya tidak dilaporkan merogol. – 2 Disember, 2013.

Pakatan, pakar perangkap diri sendiri?

Dua tahun lalu, cadangan Perdana Menteri mengesyorkan kenaikan elaun untuk ahli Parlimen mendapat tentangan hebat daripada Pakatan Rakyat (PR).

Tidak jelas apakah ketika itu PR membantah kenaikan gaji atau kerana masa kurang sesuai untuk kenaikan gaji atau kerana semata-mata BN yang mengumumkan kenaikan gaji atau kerana kerajaan tidak mampu atau kadar gaji dinaikkan atau sekadar untuk keuntungan politik kerana PRU13 bakal menjelang.

Yang pasti, bantahan itu lebih berbentuk politik daripada persoalan yang sebenar iaitu – apakah perlu elaun itu dinaikkan? Apakah beban kewangan yang ditanggung ahli Parlimen sejajar dengan tugas yang dipikul mereka?

Dua perkara pokok ini tidak dibincangkan.

Perkara menaikkan elaun dipesongkan untuk mengambil keuntungan politik pada BN. Keborosan BN dibangkitkan. Maka akhirnya sama-sama merana kerana ahli parlimen PR juga tidak mendapat apa-apa walaupun ramai antara mereka yang merasakan gaji dan elaun yang diterima sebagai satu kezaliman kerana tidak setimpal dengan tugas dan bebanan kewangan yang terpaksa dipikul mereka.

Ahli Parlimen yang mempunyai pekerjaan dan bisnes sendiri seperti peguam sebenarnya tidak berapa mengambil kisah gaji sebagai ahli Parlimen. Tapi ada ahli Parlimen yang betul-betul hanya berkhidmat sebagai ahli Parlimen sepenuh masa sangat memerlukan kewangan tambahan untuk menampung perbelanjaan mereka.

Apabila kerajaan Sarawak menaikkan gaji ketua menteri, para menteri dan Adunnya, PR juga membuat bantahan dan mengambil keuntungan politik daripada episod tersebut.

Betul, kenaikan gaji yang disyorkan Sarawak mungkin mengejutkan ditambah lagi dengan kontroversi kekayaan Taib Mahmud, tapi yang perlu dibahas ialah soalan pokok iaitu apakah gaji lama yang diterima ketua menteri, para exco dan Adunnya setimpal dengan tugas yang dipikul?

Tidak. Perkara itu tidak dibahas. Yang penting ialah keuntungan politik. Dalam mencari keuntungan politik, melihat sesuatu isu secara rasional hilang daripada minda.

Kini kerajaan Selangor pula menaikkan gaji menteri besar, exco dan para Adunnya. Tahniah diucapkan kerana membuat perkara yang betul untuk menyelaraskan gaji supaya setimpal dengan tugas diamanahkan.

Kerana Selangor melakukannya, negeri lain seperti Pulau Pinang, Johor dan Perak turut mengikut jejak yang sama tapi pada kadar berlainan.

Itu menunjukkan penyelarasan gaji ini sebenarnya satu keperluan, ia bukan satu isu politik. Isu ini sama seperti menganiaya seseorang pekerja dengan gaji yang rendah. Adalah satu kezaliman untuk membayar kurang daripada sepatutnya kepada tugas yang dilakukan.

Oleh itu, menaikkan gaji Adun dan ahli Parlimen ialah satu keadilan dan tidak menyelaraskan gaji lama itu satu kezaliman kerana gaji yang diterima selama ini sememangnya terlalu rendah.

Namun, kenapa perkara semudah ini menyebabkan PR kelihatan terumbang-ambing? Ini semua kerana pendirian yang diambil mereka sebelum ini – PR mengambil keuntungan politik tanpa rasional dan tidak memikirkan akibat di masa depan.

Sekarang PR ingin membantah GST. Malah ada yang mencadang untuk membuat perhimpunan untuk membantah GST. Ini satu lagi kerja yang bakal menjerat diri.

PR membantah GST kerana sistemnya atau kadar GST yang digunakan atau kerana GST diperkenalkan tatkala BN masih kekal boros atau GST akan menghimpit rakyat atau GST sememangnya haram untuk dilaksanakan?

Yang mana satu sebenarnya? Apa sebenarnya yang dibantah oleh PR mengenai GST?

Sebenarnya, PR bukan membantah sistem GST, tetapi kesan GST terhadap bebanan rakyat, terutamanya golongan berpendapatan sederhana dan rendah kerana pendapatan rakyat masih tidak berjaya dipertingkat untuk menampung kesan kenaikan harga barangan akibat GST.

Namun perkara ini sudah 'lost in translation' kerana signal yang diberikan PR kepada rakyat ialah seolah-olah GST ini haram dan apabila mereka berkuasa nanti, GST ini bakal dimansuhkan.

Persepsi ini akan menyebabkan rakyat tertanya-tanya apakah di 2018, PR akan berjanji di manifestonya untuk mencabut GST daripada sistem kewangan negara?

Saya yakin tidak. Saya yakin manifesto PR akan kekalkan GST yang sudah terlaksana untuk tiga tahun ketika PRU14 berlangsung. Yang dimainkan hanya kadar GST yang akan dikenakan. Jika BN kata 6 peratus, PR mungkin kata 3 peratus beserta hujah daripada pakar mereka.

Oleh itu, PR kena berfikir sebelum bertindak. Usah masuk jerat diri sendiri lagi seperti isu kenaikan gaji di Selangor sebab dalam perang persepsi, tiada yang lebih berat daripada persepsi menampar muka sendiri.

Is Maoism still relevant?

Ying Hooi is attached with a local university. Her research interests cover the fields of civil society, social movements, protests, political participation, human rights and democratization.

When the news of three women, including a 69-year-old Malaysian, had been rescued from decades of alleged "slavery" in South London first broke, I simply assumed that they had been tortured and confined by some mentally unstable people.

But when more details were revealed, it became clear that the alleged "slavery" was about a group of people obsession with Maoist teachings, and it intrigued me.

Many questions linger on my mind. It is not only about an obsession with ideology, but also how these people lived without any contact with the outside world, including their family members.

Also, about how Aravindan Balakrishnan or Comrade Bala as he was known among fellow Marxists and his wife, Chanda, managed to influence these women under the same roof.

The late 1960s and early 1970s were exhilarating times. The world was in a radicalised mood. It was a period when the United Kingdom had too many left-wing collectives and communes. It is also compelling to find out more about the involvement of Malaysian students in the 1970s in a leftist group called the "New Malayan Youth" and what drove them to join such a group.

In China, the Cultural Revolution was in progress. Mao Zedong launched the revolution in 1966 and its sphere of influence was immense, not only in China, but also other parts of the world, giving rise to radical groups like Shining Path in Peru.

Maoism in the UK at that time was a fragmented movement. Comrade Bala and Chanda ran a bookshop and commune in Acre Lane, Brixton, South London, under the name of the Mao Tse Tung Memorial Centre. The centre ran films and lectures but closed down when Deng Xiaoping assumed power in 1978.

According to reports, Comrade Bala was a member of the UK's leading Maoist group, the Communist Party of England (Marxist-Leninist), in the early 1970s but was expelled later.

He then formed his own collective in 1974 under the Workers' Institute Marxism-Leninism-Mao Tse Tung Thought with about 25 people.

A manifesto from the group recorded that: "Thousands of people, in particular the poorer working people in the area, began to visit and use the centre. Already two years before the centre was established, our comrades had begun to boldly arouse the people of Brixton with the proletarian revolutionary line of beloved Chairman Mao."

According to Michel Hockx, the director of the School of Oriental and African Studies (SOAS) China Institute in the University of London, such groups were not unusual in the UK then and there were about 20 active Maoist groups at that time.

So what is Maoism?

Describing Mao Zedong as a "god" and a "perfect man", according to Mao Xinyu (grandson of Mao), Mao's philosophy if were to be applied today was to help maintain peace, stability and development. According to him, the "people's war" promoted by Mao back then, however, is not applicable in today's political struggles.

The contemporary Chinese views of Mao are still split. Even as Chinese politics moves beyond Mao in the decades since Deng's reforms and opening up of the economy in 1978, Mao's influence is still apparent in certain areas.

In Nepal, the Maoists ended their armed struggle against the state in 2006. Two years later, they achieved their biggest success ever by sweeping the elections, abolished the monarchy and transformed Nepal into a secular republic.

Nevertheless, they failed to sustain their struggle and that eventually led to the years-long political turmoil and the recent Nepal elections witnessed the downfall of the Maoists.

In India, the Maoist movement is also facing challenges. The Naxalite-Maoist insurgency has been a key internal security challenge. Their aim remains that of overthrowing the Indian state and seizing power. Whether the ideology survives in today's world remains to be seen. It is a huge challenge but not an impossible one.  – December 2, 2013.
