One chef, one ingredient: Chef to Canada’s PM on maple syrup

QUEBEC, Feb 19 — If you are what you eat, then it could be said that chefs are what they cook. In this exclusive series from Relaxnews, some of the top chefs from around the world share their favourite food ingredients to prepare and eat, every week.

Whether it be peas, apricots, salt or sea urchin, the answers are as varied as the chefs themselves.

This week, chef Tim Wasylko, who cooks for the family of Canada's Prime Minister Stephen Harper, stays true to his Canuck roots and chooses to vaunt the merits of his country's national food: maple syrup.

Relaxnews: Why did you choose this ingredient?

Tim Wasylko: Many people don't realise how amazing it is to work with.

R: What's your favourite anecdote associated with the product?

TW: I attended a trade show in Cologne, Germany, five years ago, where I made maple syrup taffy by reducing the maple syrup and pouring it on snow where it hardened. The people were amazed. It was a big hit.

R: When is the ingredient in season?

TW: Maple trees are tapped in spring but available year-round.

R: What's the best way to use it?

TW: To bring out the natural nuances of maple syrup, use it as a glaze.

R: What foods or ingredients does it pair best with?

TW: When it's reduced, you can use it to glaze foie gras and other charcuterie meats. It's also great for sweetening vinaigrettes.

R: What are the most common mistakes people make when cooking with this ingredient?

TW: Not recognising its versatility. Maple syrup can be used as a seasoning and sweetener, not just on pancakes. — AFP/Relaxnews

New Michelin guide counts more than 40 new stars

PARIS, Feb 19 — The latest Michelin red guide to fine dining in France has awarded more than 40 new stars to establishments, including several new entries to the referential publication of global haute cuisine.

La Vague d'Or in Saint-Tropez is now part of the select three-star club, while five new two-star establishments and 39 new establishments with one star are presented.

France now has 27 establishments ranked with three stars, the highest distinction in the Michelin guide, which awards top restaurants in the country. Vague d'Or chef Arnaud Donckele was recognised for the quality of his dishes and his choice of local products.

There are also five new two-star restaurants, bringing the total number of restaurants in France now boasting two stars to 82.

Newcomers include Yoann Conte in Veyrier-du-Lac near Annecy, La Table du Kilimandjaro in Courchevel, William Frachot in Dijon, La Marine on the Ile de Noirmoutier and l'Auberge du Pont d'Acigné in Noyal-sur-Vilaine near Rennes.

Thirty-nine restaurants in the country have also acquired their first star. They include La Dame de Pic, the new Parisian address of Anne-Sophie Pic, who also heads up a three-star eatery in Valence.

Other Paris spots getting a first star are Le Sergent Recruteur, Itinéraires, 114 Faubourg in the Bristol hotel, Il Carpaccio, La Cuisine au Royal Monceau, and L'Instant d'Or.

This brings to 596 the number of restaurants with stars in the Guide Michelin France 2013. In all, the publication contains 8768 establishments: 492 restaurants and 4461 hotels.

Di Canio calls it a day at Swindon

LONDON, Feb 19 – Outspoken Italian Paolo Di Canio ended his roller-coaster spell in charge of Swindon Town when he quit as coach of the English third-tier club yesterday.

Di Canio, one of the most colourful players in the game during a playing career with Juventus, AC Milan, Lazio, West Ham United and Celtic among others, said last week that he was "considering his future" because of off-field events at Swindon.

The 44-year-old former striker said yesterday that he would have stayed on as coach if the Football League had agreed to a buyout of the club by new owners.

"I've been told approval has not been granted yet and therefore my temporary arrangement has ended and my resignation stands," Di Canio said in a statement released to the Swindon Advertiser newspaper.

"This is all I wish to say for the time being other than to thank my technical staff and the players for their fantastic professional behaviour and attitude in achieving what they have done up to today.

"Thanks to the Swindon Town supporters for the incredible support they have shown me and the team throughout my team as manager."

Di Canio landed his first job as a coach when he was appointed at Swindon in May 2011.

He guided the club to the fourth-tier title a year later and said he was prepared to eat into his savings to fulfil his ambition of taking the team into the second tier.

"I'm not going to start selling my houses but I want to keep those players," Di Canio said at the time.

"When I die I will have a bit less money but I will have the victory as a manager. I've spent big money on solicitors in the past - you can imagine what I would spend on my players."

Di Canio's time at Swindon was anything but dull.

His passion often boiled over into rows with his players and this season he antagonised fans by telling those unhappy with his decisions to go and support local rivals Oxford United.

LONDON, Feb 19 – Substitute Nani reminded manager Alex Ferguson of his qualities by inspiring Manchester United to a laboured 2-1 home win over Reading in the FA Cup fifth round yesterday.

The mercurial Portuguese winger was sent on just before halftime in place of the injured Phil Jones and he scored United's opener before setting up Javier Hernandez for the second.

The Premier League leaders dominated the match but struggled to make the breakthrough in the face of resolute Reading defending and a fine performance by goalkeeper Adam Federici.

Nani, linked with a move away from Old Trafford, grabbed the first with a cute volley from 12 metres after 69 minutes and his pinpoint cross set up Hernandez for a trademark near-post header soon afterwards.

Reading refused to lie down and Jobi McAnuff pulled one back nine minutes from time with a neat finish from close range.

The side third-bottom of the Premier League table continued to press forward but the hosts, bolstered by the reassuring presence of experienced Serbian Nemanja Vidic at the heart of their defence, hung on.

United, record 11-times FA Cup winners but who have not lifted the trophy since 2004, will play second-tier Middlesbrough or European champions Chelsea in the quarter-finals. – Reuters

WHO urges vigilance over SARS-like virus

GENEVA, Feb 18 – The World Health Organisation on Saturday urged countries to be vigilant over the spread of a potentially fatal SARS-like virus after a new case in Britain brought the global number to 12.

"Based on the current situation and available information, WHO encourages all Member States to continue their surveillance for severe acute respiratory infections (SARI) and to carefully review any unusual patterns," the United Nations health agency said in a statement.

On Friday, British health authorities said that a third member of a family had been diagnosed with so-called novel coronavirus, but was not in danger.

"Although this new case offers further indications of person-to-person transmission, no sustained person-to-person transmission has been identified," said the WHO.

"Testing for the new coronavirus should be considered in patients with unexplained pneumonias, or in patients with unexplained severe, progressive or complicated respiratory illness not responding to treatment," it added.

Clusters of cases, and cases among health workers, should be thoroughly investigated wherever they occur, it underlined.

Britain's Health Protection Agency said the latest person to contract the virus was a relative of two other cases announced earlier this week.

The first member of the family, who was confirmed on Monday as having the virus, had recently travelled to the Middle East and Pakistan. The two relatives had no recent travel history.

A total of 12 cases have been reported to the WHO, with five of them fatal – three in Saudi Arabia and two in Jordan.

Coronaviruses are to blame for most common colds but can also cause SARS (severe acute respiratory syndrome).

Grand birthday celebration for the Jade Emperor

GEORGE TOWN, Feb 18 – The eve of the Jade Emperor's birthday last night was a joyous affair as devotees thronged the clan jetties in George Town and the Jade Emperor Temple (Thnee Kong Tnuah) in Air Itam to make their offerings to the deity.

The deity's birthday, which falls on the ninth day of the Lunar new year, is usually observed by the Hokkien community with offerings of sugar cane, roast pigs, fruits, ang koo (glutinous rice cakes), mee koo (red buns) and huat kuih (steamed rice cakes).

According to Taoist belief, the Jade Emperor or Thnee Kong, is considered the supreme ruler of the heaven and universe and this grand celebration, considered even more grand than the first day of the Chinese New Year, is also regarded as the start of the Hokkien New Year.

Legend has it that the Hokkiens in Fujian had to go into hiding from a cruel general in China during the Song Dynasty and they hid in a sugar cane plantation for nine days during the Lunar New Year.

Ever since, the ninth day of the Lunar New Year is celebrated grandly with offerings to Thnee Kong to give thanks for saving the Hokkien community and also to seek blessings.

In Penang, where a majority of the ethnic Chinese are Hokkiens, the Jade Emperor's birthday is a two-day affair where devotees start making offerings to the deity on the eve.

At the clan jetties, a 50-metre long table was set up and food offerings were placed on the table for the deity while giant dragon joss sticks were also burned.

At the stroke of midnight, fireworks and firecrackers light up the night skies as devotees offer prayers to the Jade Emperor.

The clan jetties took on a festival atmosphere with a live stage show and lion dance performances held last night despite the heavy downpour in the hours leading up to midnight.

Over at Thnee Kong Tnuah at Air Itam, more devotees thronged the temple to offer up prayers to the deity and seek blessings.

All over the state, businesses and homes also set up makeshift altars in front of their premises where sugar canes flanked the altars while folded joss paper were burnt as offerings.

This morning, more devotees made their way to the temple to pray to the Jade Emperor and make fruit offerings to the deity to seek good fortune and health for the new year and to thank and honour the deity.

Avicii records first UK chart number one

LONDON, Feb 18 — Swedish DJ Avicii notched up his first British number one single yesterday while the "Harlem Shake" Internet sensation made a stunning debut in third place, the Official Charts Company said.

"I Could Be The One", a collaboration between 23-year-old Avicii, whose real name is Tim Bergling, and Dutch DJ Nicky Romero, entered the charts in top spot, bettering his two top five releases in 2011.

It sold 8,000 more copies than "Thrift Shop", by American hip-hop artist Macklemore featuring producer Ryan Lewis and singer Wanz, which slipped a place to second.

New York DJ Baauer's "Harlem Shake" burst into the charts in third after it became a massive Internet hit and spawned a dance craze with echoes of the global success of South Korean rapper Psy's "Gangnam Style".

A flood of videos featuring the song have appeared on YouTube and have attracted 44 million hits since appearing at the start of the month.

"Harlem Shake's arrival at Number 3 underlines just how quickly this track has turned into a bone fide phenomenon," said Martin Talbot, Managing Director of the Official Charts Company.

"At the start of the week, it wasn't even selling enough to make the Top 20, but it is now one of the UK's most popular tracks."

R&B singer Rihanna and US artist Mikky Ekko climbed four places to fourth with "Stay", while British garage band Disclosure fell three to fifth spot with "White Noise".

In the album rankings, the soundtrack of the movie version of "Les Miserables" remained at number one just pipping "Holy Fire" by English rock band Foals which debuted in second place.

Emeli Sande was third with "Our Version Of Events", with English singer Jake Bugg's eponymous album in fourth. — Reuters

‘Amour’ director’s take on death could have a Hollywood ending

LOS ANGELES, Feb 18 — Austrian director Michael Haneke will arrive at the Academy Awards ceremony with his stark drama "Amour" vying for a surprising five Oscars including Best Picture, despite its distinctly non-Hollywood ending.

The French-language film that tackles death and aging is up against Best Picture favourites "Lincoln" and "Argo" on Feb. 24, as well as competing for Best Director, Best Foreign Language Film and Best Original Screenplay and Best Actress.

No foreign language film has won the top prize in the 85-year history of the Academy Awards.

But "Amour" and its journey to the Oscars could have a happy ending as it is pegged as favourite for Best Foreign Language Picture, an award for which Haneke's "The White Ribbon" was nominated in 2010.

"Amour" is Austria's official entry for Best Foreign Language Film.

Haneke, 70, who is one of Europe's top directors and a master of the unhappy ending, admits "Amour" is not easy viewing, focusing on the physical and psychological suffering at the end of life.

The film details the everyday struggles and indignities of elderly Parisian couple Anne and Georges as they confront Anne's slide toward death.

"It's no walk in the park, but it's difficult and serious, and that makes it contemplative," Haneke told Reuters by phone from Madrid, where he is directing the Mozart opera "Cosi Fan Tutte."

In "Amour," Georges, played by veteran French actor Jean-Louis Trintignant, cares for bed-ridden Anne, played by Emmanuelle Riva, who has difficulty moving and speaking following a stroke.

One day when Anne is particularly beset by pain, Georges suffocates her, presumably out of love and to end her suffering.

Riva, 85, earned a Best Actress nomination for her role and made Hollywood history as the oldest actress to be nominated for the leading female award.

PERSONAL EXPERIENCE

Haneke, known for 2001's "The Piano Teacher" and 1997's "Funny Games" and its 2007 Hollywood remake, said the story was motivated by an aged aunt in poor health who asked him to help her commit suicide.

"I loved her very much and to watch her suffer was very difficult, but I certainly couldn't help her (kill herself) because I'd be thrown in jail," Haneke said. "Personally, I don't believe I could've done it anyway."

Haneke's aunt killed herself at the age of 93.

"Amour" has already won wide acclaim, winning the top honor at the 2012 Cannes Film Festival and Best Foreign Language Film at Hollywood's Golden Globe Awards in January.

The film is vying for the Best Foreign Language Oscar alongside "Kon-Tiki" from Norway chronicling Thor Heyerdahl's 1947 trans-Pacific expedition on a raft; Chilean political drama "No," with Gael Garcia Bernal; Danish period drama "A Royal Affair"; and "War Witch," a Canadian drama about an African child soldier.

Critics have applauded "Amour" for its heart and tenderness,

but have cautioned moviegoers about the bleak storyline as Anne slowly dissolves on screen.

The New York Review of Books' Francine Prose called the drama the "ultimate horror film ... far scarier and more disturbing" than classics such as "Psycho" and "The Shining."

Tom Long at The Detroit News echoed those sentiments: "In many ways it's the best horror film I've ever seen. At the same time, it's hard to recommend; I believe I will be struggling to forget this film as long as I live."

Roger Ebert, of the Chicago Sun-Times, cautioned, "Old age isn't for sissies, and neither is this film."

Haneke noted how audiences have found "Amour" mirrors their own experiences, as it did his own.

"I believe that it has been a bit exaggerated how the film has been portrayed as so shocking, but the truth is always shocking ... we all grow old and nearly all of us get sick," he said.

"People have said it's just like what happened to me and my family. It indeed crosses generations as young people see how their grandparents die, become ill or simply suffer, and now their parents are in the same situation. It's a matter that affects everyone." — Reuters

Rakyat Filipina dijumpai mati, dipercayai dibunuh rakan senegara

KOTA KINABALU, 18 Feb — Seorang tukang masak rakyat Filipina dijumpai mati ditikam di Penampang dekat sini awal hari ini.

Mayat lelaki yang dikenali sebagai Dany Lutian, 28, itu ditemui oleh orang awam di sebuah kedai kopi di Kampung Hungab pada pukul 4.50 pagi.

Pemangku Ketua Polis Daerah Penampang ASP Wan Badrol Hisham Wan Othman berkata sehubungan itu polis menahan seorang lelaki rakyat Filipina berusia 43 tahun pada pukul 6.05 pagi bagi membantu siasatan kes itu.

"Mangsa dipercayai ditikam dengan sebilah pisau. Terdapat kesan tikaman pada bahu kiri mangsa dan polis turut menemui senjata dengan kesan darah, dipercayai digunakan dalam kejadian itu," katanya ketika dihubungi di sini.

Wan Badrol Hisham berkata siasatan awal polis mendapati mangsa dan suspek mabuk akibat terlalu banyak minum minuman keras dan mula bertengkar mengenai siapa antara mereka yang harus membelanja minuman.

Mayat lelaki itu dihantar ke Hospital Queen Elizabeth untuk bedah siasat dan polis meminta orang ramai yang mempunyai maklumat mengenai kejadian itu supaya tampil bagi membantu siasatan. — Bernama

Representasi Dr Ling untuk timbang semula pertuduhan ditolak

KUALA LUMPUR, 18 Feb — Representasi yang dikemukakan bekas Menteri Pengangkutan Tun Dr Ling Liong Sik (gambar) supaya menimbang semula pertuduhan terhadapnya dalam kes Zon Bebas Pelabuhan Klang (PKFZ) ditolak oleh Peguam Negara.

Timbalan Pendakwa Raya Datuk Tun Abdul Majid Tun Hamzah memberitahu pemberita bahawa pihaknya menghantar surat penolakan itu kepada peguam Ling, Wong Kian Kheong pada 13 Feb lalu.

Katanya pihak pendakwaan mendapati permohonan tersebut tiada merit. Dr Ling mengemukakan representasi tersebut pada 9 Okt tahun lepas selepas bekas Perdana Menteri Tun Dr Mahathir Mohamad dan akauntan Mok Chew Yin memberi keterangan di peringkat pembelaan.

Sementara itu, dalam prosiding hari ini Dr Mahathir yang dipanggil untuk menyambung keterangan sebagai saksi pembelaan keempat berkata jumlah nilaian RM21 dan RM25 sekaki persegi (skp) bagi tanah di Pulau Indah untuk projek PKFZ tidak termasuk faedah.

Katanya berikutan itu, jumlah keseluruhan sebanyak RM1.088 bilion juga akan meningkat.

Beliau juga berkata kerajaan tidak sabar-sabar untuk mendapatkan tanah di Pulau Indah bagi projek PKFZ.

Dr Mahathir yang juga bekas menteri kewangan apabila Kabinet bersetuju untuk membeli tanah itu pada 2001 berkata walaupun kerajaan memutuskan untuk membeli tanah itu melalui Kementerian Kewangan, tetapi ia akan disewakan kepada Lembaga Pelabuhan Klang (LPK) yang menguruskan projek itu.

Menjawab soalan Tun Abdul Majid sama ada beliau dirujuk sebelum sepucuk surat bertarikh 12 Jun, 2001 dan ditandatangani Ketua Setiausaha Perbendaharaan pada ketika itu iaitu Tan Sri Shamsuddin Hitam dihantar kepada Ketua Setiausaha Kementerian Pengangkutan ketika itu Datuk Zaharah Shaari berhubung keputusan kementerian untuk mendapatkan tanah itu, Dr Mahathir berkata beliau tidak tahu mengenai surat itu.

Katanya dalam sesetengah kes, pegawai kanannya sama ada akan merujuk dengan beliau atau sebaliknya.

 "Tidak semestinya mereka perlu merujuk dengan saya mengenai semua isu. Surat ini, dalam apa pun tidak akan mengikat Kabinet.

"Kabinet boleh membuat keputusannya sendiri, di mana kadang kala tidak betul-betul mengikuti nasihat menteri atau pegawai kementerian berkenaan, jelas Dr Mahathir.

Beliau juga bersetuju dengan Tun Abdul Majid bahawa Kabinet mengambil masa untuk bersetuju dengan harga pembelian memandangkan PKFZ adalah projek mahal dan Jabatan Penilaian dan Perkhidmatan Harta (JPPH) juga berpandangan bahawa harga pembelian RM25 skp tidak berdaya maju.

Dr Mahathir juga ditanya Tun Abdul Majid bagaimana harga permulaan RM18 melonjak kepada RM21 dan akhirnya RM25 skp.

Dr Mahathir menjelaskan selepas mengambil kira bayaran faedah lebih 10 ke 15 tahun dan penjual hanya bersetuju untuk RM21 skp jika ia melibatkan pembelian tunai.

"Ia bukan satu kesilapan apabila Kabinet bersetuju untuk RM25 sekaki persegi, selepas mengambil kira kos tambahan yang perlu dibayar penjual," kata Dr Mahathir.

Dr Mahathir berkata RM25 skp hanyalah satu harga kontrak berdasarkan terma pembayaran dan terma itu dikira mengikut tempoh tertentu.

Dr Ling didakwa menipu kerajaan Malaysia apabila tidak mendedahkan kepada Jemaah Menteri fakta berkaitan kadar faedah 7.5 peratus setahun adalah tambahan kepada harga pembelian tanah pajakan negeri 7324 Lot 67894 yang berasaskan RM25 skp iaitu RM1,088,456,000 sedangkan beliau tahu JPPH, dalam menentukan nilai kadar RM25 skp, telah mengambil kira kadar kupon/faedah.

Dia juga didakwa atas dua pertuduhan pilihan (pindaan) iaitu menipu dan sengaja tidak mendedahkan kepada Jemaah Menteri fakta berkaitan kadar faedah sebanyak 7.5 peratus setahun adalah kadar faedah tambahan kepada harga pembelian tanah pajakan 7324 Lot 67894 berasaskan RM25 skp iaitu RM1,088,456,000.

Dr Ling yang menjadi menteri pengangkutan selama 17 tahun mulai 1986, didakwa melakukan semua kesalahan itu di tingkat 4, Pejabat Perdana Menteri, Bangunan Perdana Putra, Putrajaya antara 25 Sept dan 6 Nov 2002.

Dr Ling dipanggil membela diri pada 9 Mac lalu dan empat saksi telahpun memberi keterangan termasuk Dr Mahathir.

Ceroboh Lahad Datu: Kerajaan tidak kompromi hak dan keselamatan rakyat Sabah

KOTA KINABALU, 18 Feb — Menteri Dalam Negeri Datuk Seri Hishammuddin Hussein (gambar) memberi jaminan kepada rakyat Sabah bahawa kerajaan tidak akan berkompromi dengan hak dan keselamatan rakyat negeri ini dalam menyelesaikan secara baik insiden pencerobohan warga Filipina di perairan Lahad Datu, bahagian pantai timur Sabah.

Beliau juga mengesahkan bahawa kumpulan terbabit bukan merupakan kumpulan militan atau pengganas, tetapi " oleh kerana mereka juga memegang senjata maka adalah penting apa juga tindakan yang diambil, ia tidak menjurus sehingga berlaku pertumpahan darah.

"Saya tengok kawalan di situ berada pada tahap yang membanggakan dan dalam proses kita untuk mengusir mereka ini, ia juga membantu keadaan.

"Yang penting sekarang banyak betul spekulasi dan khabar-khabar angin dan saya tahu maklumat yang sebenarnya dan saya mengesahkan sebahagian besar yang digembar-gemburkan di luar sana merupakan perkara yang tidak asas langsung," katanya pada sidang media di Lapangan Terbang Antarabangsa Kota Kinabalu, dekat sini hari  ini.

Oleh itu, Hishammuddin mengingatkan orang ramai supaya tidak melihat insiden itu sebagai sesuatu yang boleh dipolemikkan atau dipolitikkan.

Saya harap kita sabar kerana dari segi operasi, pihak berkuasa diberi mandat untuk memantau tetapi dari segi pendirian...itu amanah dan tanggungjawab kerajaan negeri dan kerajaan pusat," katanya sambil menambah bahawa beliau akan pergi ke Lahad Datu esok untuk melihat keadaan di sana.

Beliau berkata kerajaan akan memastikan operasi yang dirancang itu berjalan lancar dan tidak ada insiden yang tidak diingini terutama yang melibatkan pertumpahan darah.

Hishammuddin berkata kerajaan Malaysia bekerja rapat dengan kerajaan Filipina dalam menangani insiden itu.

Mengenai permintaan kumpulan penceroboh dari selatan Filipina itu untuk berjumpa personaliti tertentu, beliau tidak memberi butiran lanjut tetapi berkata rundingan masih dijalankan.

"Saya ingin menegaskan bahawa ia (insiden) bukan isu suku kaum dan ia tidak kena mengena dengan pendirian atau kedaulatan dan sebagainya.

"Tetapi dalam konteks kita, ini adalah bumi kita...ini adalah sesuatu yang menjejaskan keselamatan negara dan inilah yang kita tangani dengan bijaksana dengan cara tidak ada mana-mana nyawa terkorban atau tumpah darah di bumi kita," katanya.

Ditanya perkembangan terkini rundingan dengan kumpulan warga Filipina itu, Hishammuddin berkata rundingan setakat ini menunjukkan betapa profesionalnya pasukan keselamatan negara.

"Kalau kita ambil tindakan, dari hari pertama sudah kita ambil tindakan namun dalam keadaan begini kita tidak mahu ada nyawa yang terkorban "walau apa jua sebabnya" di pihak mereka yang akan memberi kesan kepada kita.

"Sama ada insiden itu selesai dalam masa terdekat atau lama lagi, kitabergantung sangat kepada pihak-pihak (tentera, polis) yang lebih mahir  dalam operasi ini," katanya.

Ditanya sama ada terdapat masa tertentu untuk menyelesaikan kes itu, Hishammuddin berkata tidak ada pihak yang boleh mengesahkannya buat masa ini.

Mengenai kritikan pihak pembangkang yang mempersoal tindakan kerajaan menangani isu pencerobohan itu, beliau berkata mereka berhak berbuat demikian namun pemimpin pembangkang tidak pernah menghargai apa juga perkara baik yang dilakukan kerajaan.

Mengulas penyebaran insiden pencerobohan itu di "Youtube", beliau berharap rakyat tidak terikut-ikut dengan perkara itu dan menegaskan bahawa tindakan tegas akan diambil terhadap mereka yang menyebarkan khabar angin khususnya yangboleh memudaratkan keselamatan.

Hishammuddin berkata tahap kawalan keselamatan di pusat peranginan ataupelancongan terutama di pantai timur Sabah juga dipertingkatkan bagi menghadapi  sebarang kemungkinan. — Bernama

Selangor tidak terlalu mengharap peruntukan kerajaan Persekutuan

SHAH ALAM, 18 Feb — Menteri Besar Selangor Tan Sri Abdul Khalid Ibrahim (gambar) berkata kerajaan negeri tidak terlalu mengharap peruntukan kerajaan persekutuan kerana Selangor mempunyai dana mencukupi untuk mengurus pentadbiran dan melaksana pelbagai programnya.

Justeru, katanya, hal seperti kerajaan negeri Kedah meminta kerajaan persekutuan membayar pampasan RM100 juta jika mahu penebangan balak oleh kerajaan negeri dihentikan, tidak akan berlaku di Selangor.

"Kerajaan negeri (Selangor) mempunyai kemampuan untuk menguruskan sumber yang ada dengan baik.

"Berdasarkan pengalaman saya dalam dunia korporat, kita perlukan banyak sumber dan di sini terletaknya bagaimana kita mengurus dan merancang untuk memastikan kita ada cukup sumber," katanya dalam sidang akhbar selepas menghadiri Perhimpunan Bulanan jabatan kerajaan negeri di Dewan Jubli Perak, di sini hari ini.

Abdul Khalid berkata ini dibuktikan apabila kerajaan negeri baru-baru ini mengeluarkan perbelanjaan sendiri untuk membina jambatan ketiga Sungai Klang di bandar Klang yang bernilai RM300 juta tanpa menunggu peruntukan daripada kerajaan persekutuan.

Ditanya sama ada pembinaan jambatan ketiga itu akan diteruskan sekiranya pakatan pembangkang tewas dalam pilihan raya umum Ke-13 (PRU13), Abdul Khalid berkata pembinaan jambatan itu akan diteruskan oleh mana-mana parti yang menerajui kerajaan negeri.

Beliau berkata pada 2008, kerajaan negeri ketika itu yang ditadbir oleh Barisan Nasional (BN) telah melakukan pecah tanah projek itu tetapi terhenti disebabkan kerajaan negeri ketika itu tiada peruntukan kewangan.

Mengulas mengenai tarikh pembubaran Dewan Undangan Negeri (DUN) Selangor yang berkemungkinan dibuat lebih awal, Abdul Khalid berkata perkara itu akan diputuskan selepas selesai membuat perbincangan.

Pada 30 Jan lepas, Abdul Khalid dilapor menyatakan hasrat membubarkan DUN Selangor selepas sambutan Chap Goh Mei bulan ini namun sehari kemudian, beliau menjelaskan pengumuman itu dibuat bagi mendesak Perdana Menteri Datuk Seri Najib Razak agar segera mengumumkan tarikh PRU13. — Bernama

Do you dream of success?

FEB 18 — In my line of work, sometimes we get lucky enough to meet successful people who are very good and successful at what they do, to the extent that we call them gurus. 

These gurus are usually well known inside their industry circle but then only come to public awareness after publishing a book (or three) of their own success story.

Recently, I was at a gathering with one such "guru". Surrounded by fans and aspiring Average Joes wishing to emulate said guru's success, the guru sportingly answered questions and signed books and posed for pictures.

As I watched on, what interested me was that the nature of most of the questions the guru had to answer.

There were questions about shallow or trivial details, things that anyone should be able to find out with barely any effort — we live in the Internet Age, after all. 

There were questions on whether something is a good thing to do, or is something else a better course of action. The guru asked back: "Does it fit with your long-term strategy and plans on what you're trying to accomplish?"

There were even questions on how to make sure one always makes the right decision and stay on a straight expressway to Success Land. The guru smiled and said: "Due diligence."

Basically, there weren't many questions that asked for the guru's deep insight. Here we have a widely recognised expert who is on an entirely different level than anyone else present, who is allowing some time away from an undoubtedly busy schedule to meet and share opinions, observations and thoughts with us common mortals.

Yet most people were only interested in asking for Google-able details. Some were asking for a decision to be made for them. Some were asking for a super secret sure-success formula.

The common theme was people looking for shortcuts, a secret recipe that guarantees success. The easy, infallible way to make it big in whatever it is that they want to pursue. Why?

Is this the product of a spoon-feeding education system and culture where we are conditioned to focus on the actual end-result instead of the exploratory skills used to get the correct end-result? Instead of doing some hand-holding for people asking for direct answers so they don't have to figure it out themselves, I had the impression that the guru would prefer offering some self-enriching wisdom so they can be better-equipped to find their own answers.

Or perhaps it is just human nature to seek the easy path, like water running downhill? Alas, there's no free lunch in this world. If you want the stars you better start assembling a space shuttle.

Most of the time, these self-help books give anecdotal accounts of how they went from a humble nobody to a recognised, respected and successful expert. Their stories prove to you and me that we can be as successful even if we're just starting out from zero today, because once upon a time these successful people were at the same zero level too.

And many readers would be inspired to shoot for similar success. Many readers think "someone like me did it, so I must be able to do it too."

Yet perhaps many readers miss what's written between the lines — the amount of gritty work and sacrifices that made the feats the author accomplished appearing doable and reasonably easy. I like to think they seem easy because a lot of hard work went into preparing the execution. As novelist Nathaniel Hawthorne said, easy reading is damn hard writing.

Life isn't a training montage, where we spend a short amount of time training to upbeat rock music before waking up one morning to grandmaster-level proficiency. Behind these success stories are unimaginable long hours of tedious work, research, self-education and effort, and what we're seeing today are the fruits of their sacrifices and hard work. Once we realise what it took these gurus personally to be successful, are we willing to go to the same lengths?

We all want to be where they are today eventually. They worked hard to get to where they are today. They had enough stubbornness and determination to buckle down and keep going when the going got tough. They paid their dues and are enjoying the rewards.

Are we willing to pay our dues too?

Lessons from hiking for Islamic finance

Of all the sports I play — basketball, tennis, football, biking, running and hiking — hiking provides a number of lessons for Islamic finance and the halal industry.

The metaphor is applicable to many economic sectors, industries and companies, but more so in these two inter-related yet mutually ignored movements. 

A misstep can be game over for a hiker, as a misstep can be disaster for an Islamic bank. The public trust and confidence, DNA on the balance sheet, are the foundations of Islamic or halal. 

It starts out with one's medical examination and appropriate equipment; one has to be/become "fit" to climb, otherwise have the ambulance on speed dial. 

You and I may not have the stamina of a trekking Sherpa in Nepal, but hiring a professional trainer, and time and miles on a treadmill on incline, stepper and elliptical will do the trick.

Is the Islamic bank public ready? Who is on the shariah board? Is it appropriately capitalised, qualified human assets in place, vetted marketing materials, public inter-facing staff properly trained, strategy, tactics and execution in place with timelines and refinement feedback, customer service sharp and responsive, etc., as unexpected challenges will rise internally/externally.

Finally, what is the background of the CEO and is there confidence by the senior leadership team (SLT) and rank and file, as his vision must ultimately be executed with driven motivation.

First step out

One must start out with a hill before embarking on a mountain. For example, it makes sense to practise climbing the nearly 300 hills in Malaysia before embarking on Kilimanjaro (Kenya), K-2 (Pakistan), Mt Olympia (the US) or Mt Everest. 

Most (serious) hikers aim to climb the highest peak in their country first. The initial success builds confidence and motivation to do a few more runs with, say, weighted vests, and then move forward to the next climb-cum-summit.

It's not advisable to listen to music while hiking, as the hearing sense picks up what the eye misses due to dense foliage, fog, darkness, animals, focus on terrain, etc. 

Similarily, the Islamic bank cannot put on blinkers as it will miss opportunities and will not be able to react to a (reacting) competitor. Thus, the body and the bank need to have all the senses available for optimal operations.

For a bank, a province of a country (location) is the lower hanging fruit, otherwise resources are spread thinly and depleted fast with exit results. 

When a retail Islamic bank closes shop, it provides a greater chill, a run on deposits, in the marketplace than a conventional counterpart (sized) bank closure.

Studies typically suggest targeting the margin yielding bankable in major cities, KL or Jakarta, before embarking on outer regions. For example, Saudi Arabia's Al Rajhi and Kuwait's Kuwait Finance House established a beach-head presence initially in Kuala Lumpur. Yes, it's crowded and competitive, but better than sparse and secluded, as cost of customer acquisition requires a longer break-even time frame.

(Islamic banks today are a national phenomenon as a sprinkling of branches in another country is, by definition, not international. The foreign operations may be for trade finance funding and corporate banking for company operations from the home country.)

Right equipment

Next, the right equipment is a must, as jogging sneakers, shorts, T-shirts and water bottle work well in a gym or around the KLCC park but will be inadequate if the hiker attempts to climb from the base to a few hundred metres with such ware. Thus, climbing boots, dri-fit shirts, trail mix and food in a backpack, climbing pole, ropes, etc, are the necessary tools for success.

It is an immense challenge for a new bank to enter into an already crowded space of dedicated Islamic banks, windows and subsidiaries, and consumer finance companies. Additionally, the success formula in conventional banking, be it marketing, PR, staff training, and even the CEO, does not translate well into the Islamic finance space, as the question "what's the difference" has to be answered.

Some of the questions requiring answers include: has the bank identified, via primary studies, target customer segmentation, product differentiation and price competitiveness, PR and marketing including premiums, etc. Thus, the offering must overcome (1) approach of what worked for others will work for us and (2) "me too" perception by the market place.

A hiker will initially take an established (worn out) path, and will not follow the foot imprints deviating from the path. An Islamic bank needs to fit in (shariah adherence — "path to the watering hole") and stand out (pricing, products, customer service, etc.). As every hiker is different, so is every Islamic bank.

The ascend

Now that we are "fit for purpose" ready, the decision of which trail — beginners to advanced — corresponds to training and equipment, and, for a bank, where should the first branch be located, maybe within headquarters?

As the climb begins, the external environment is not predictable as the hiker has to deal with different terrain, varying steepness, low hanging tree branches (at lower altitude), rock outcropping, water flow, mud, creepy crawlies, weather, etc. After a period of time, few weeks, the same climb eventually becomes more efficient, hence, better timing and pacing, supply carrying and reading the environment.

After the ribbon-cutting ceremonies are over, red carpet rolled up, and VIPs and media have left, now the job starts of attracting depositors, investors, corporate, selling cards, etc. The people/corporate, much like the terrain, vary in needs and demands. The challenges will come from both within i.e. cards not working, delays in approvals, customer service not efficient, etc., and without, competition.

Competition may send mystery clients to check out the new bank, they may under-price offerings, they may subtly question the compliance of offerings in the marketplace, etc. 

After a passage of time, the growing pains become less and a routine develops with the bank and customers. There may be a "blow-up", product's shariah authenticity questioned in market place, much like a climber stumbling and injuring or twisting an ankle, and, in both cases, damage control (shariah advisory board comment to updated medical kit) needs to be in place.

The first view

After the compass or measurement shows an achievement of, say, 50 per cent on the first climb, the climber will look back and marvel with a sense of accomplishment, but will also look upwards and examine how much more until the summit. The benchmark on the trail to the summit, be it a tree, rock, etc., becomes faster and easier to achieve over time.

The bank branch will have a dashboard of key performance indicators, KPI, concerning deposits, loans, cards, non-performing loans, concentration risk, treasury placement profits, etc, over time intervals. The bandwidth of volatility will narrow over time as products get added/removed, refinement of marketing mix, etc.

Thus, the time to close leads narrows, threatened customers are retained without price compression, staff turnover reduced, back-office bugs reduced, etc. The bottom line is the first set of actual numbers ("how much/far" we have trekked) and becomes the benchmark to improve upon over time.

By the way, the climber will use a stick to climb and meet people on the way up and down. They will give advice on terrain conditions, different trails to take, and heeding such advice results in better climbs. Similarly, the bank will get advice from consultants, feedback from customer service and suggestion boxes for more efficient operations.

Summit

The view from the top is magnificent and different on each climb, depending on the time of day. The success builds the confidence to seek a more difficult mountain to hike. If the hiker happens to enter contests and wins the gold medal, he/she will impose self-pressure to repeat, then "three-peat", and so on.

The magical one-year anniversary implies that the bank not only survived, but met KPIs, hence, a sense of achievement in a competitive and crowded market. It builds the foundation for opening another branch, and so on. If the bank wins an award, the CEO will be under pressure to replicate performance.

Finally, the climb down is equally challenging as one has to pace oneself, footing has to be exact or else you can blow a knee, etc. Once the bank (branch) has meet the KPIs, the two biggest challenges are complacency and inability to continually reinvent as competition is dynamic.

Conclusion

The lesson for Islamic finance from hiking is "previous preparation prevents poor performance", and "continued commitment confuses complacency".
