Manchester City eye trophies with Pellegrini appointment

Posted: 17 Jun 2013 04:48 PM PDT

June 18, 2013

Manchester City's wealthy owners have entrusted Manuel Pellegrini with fulfilling their ambitions of a packed trophy cabinet, appointing the former Malaga manager as the successor to the sacked Roberto Mancini on Friday.

Expectations are high at silverware-hungry City, where runners-up places in the Premier League and FA Cup did not cut the mustard last season, while chief executive Ferran Soriano has said the target is five trophies in the next five years.

"I am delighted to accept this hugely exciting opportunity. The club has a clear vision for success both on and off the pitch and I am committed to making a significant contribution," Pellegrini, 59, said on the club's website (http://www.mcfc.co.uk).

"Everything is in place for Manchester City to continue to be successful and I am excited to be able to work with such a talented squad, the executive team and the board to deliver for fans who are renowned for their steadfast support."

The Chilean, whose appointment had been widely expected for weeks after Pellegrini said he had a verbal agreement, takes over following Mancini's dismissal on May 13 after a poor FA Cup final showing against Wigan Athletic.

The 1-0 defeat followed a timid league title defence and second successive Champions League group-stage exit.

As well as seeking to snatch back the Premier League crown from neighbours Manchester United, Pellegrini's other priority is winning European club soccer's biggest prize and he thinks he has the experience to make it happen.

"With Malaga I reached the quarter-finals of the Champions League (in their debut season), with Villarreal also the quarter-finals and semi-finals," Pellegrini, who has signed a three-year deal, said in a video interview on the City website.

"And all my experience I think will be very useful for me here to arrive (in) Manchester, to win the Champions (League), that is my target."

Pellegrini, known as 'The Engineer', has earned himself a reputation for building teams who play attractive, possession-based football which fits in with the style City have sought to play in recent seasons.

"Manuel is a hugely experienced and successful manager with a proven track record," chairman Khaldoon Al Mubarak said.

"We have been greatly impressed throughout the selection process by his philosophy, his attitude and his commitment to the long term development of Manchester City. I am delighted that he has joined us."

Natural progression

Before a ball is even kicked, though, one of the former Real Madrid manager's first tasks will be to make a decision on the future of striker Carlos Tevez.

The Argentine, a former captain before a big fall-out with the club and subsequent reconciliation, has 12 months left on his contract and Pellegrini will need to weigh up whether to sell him, offer a new deal or let him just see out his contract.

He will also need to work out how to get the best back from the likes of David Silva, Yaya Toure and Vincent Kompany, who were instrumental in their league title a year ago but who were often below par last season.

Before they even had their new manager in place, City - backed by their Arab owners - had been busy in the transfer market, bringing in Brazil midfielder Fernandinho from Shakhtar Donetsk and Spain winger Jesus Navas from Sevilla.

Pellegrini, who takes up the post on June 24, brings with him three of his backroom staff from Malaga in assistant Ruben Cousillas, goalkeeping coach Xabier Mancisidor and fitness coach Jose Cabello.

City fans looking for some sense of continuity at a time when title rivals Chelsea and Manchester United have also brought in new managers will take comfort from the fact Brian Kidd is staying on as an assistant.

"He has great football knowledge, knows the league, the players and will be a big part of what we try to achieve," said Pellegrini, whose English is noticeably more fluent than his Italian predecessor's.

City, who when Mancini was sacked spoke of developing a 'holistic approach' in terms of developing the same concept of attractive football across all their squads from the youth teams to the first XI, see Pellegrini as part of this plan.

"He shares the club's approach to football and our ambition to achieve on-field success, coordinating with the wider football support teams to ensure natural progression from the academy to senior level," chief executive Soriano said.

"Manuel is a very experienced coach with a recognised ability to get the most out of his players and build cohesive teams."

Malaga midfielder Isco, who excelled under Pellegrini, is among the players to be linked in the media with a move to City before the new season starts in August. - Reuters, June 18, 2013.

Tahiti score but trounced 6-1 by Nigeria

Posted: 17 Jun 2013 04:25 PM PDT

June 18, 2013

Tahiti's Jonathan Tehau (left) scores a goal against Nigeria at the Estadio Mineirao in Belo Horizonte. It is the island nation's first-ever goal scored outside an Oceania region. - Reuters pic.Nigeria pounced on some early mistakes on the way to a 6-1 Confederations Cup win over amateurs Tahiti, who claimed a moral victory by scoring on their debut in a major international tournament, in Belo Horizonte, Brazil, on Monday.

Oceania champions Tahiti, with only one professional player in their squad, suffered a terrible start in Group B when the ball hit the referee and ran to Nigeria's Uwa Echiejile who scored in the fifth minute with a twice deflected shot.

Nigeria seemed set for a big scoreline when Nnamdi Oduamadi strolled through Tahiti's defence to make it 2-0 five minutes later after the South Pacific islanders gave the ball away and he added a third for the African champions before the half-hour.

Tahiti brought the crowd to life, though, when Jonathan Tehau headed a goal back in the 54th minute. But Nigeria produced a late flurry when Tehau put through his own goal, Nnamdi completed a hat-trick and Echiejile scored his second.

The 20,000 crowd vociferously backed Tahiti, who took the field wearing shell necklaces, and jeered the Nigerians, creating a surprisingly raucous atmosphere at the Mineirao, especially considering FIFA's ban on musical instruments.

Nigeria could easily have been five goals ahead at halftime as they wasted further chances in a rather nonchalant fashion.

Tahiti strung some neat moves together and had the one-third full stadium in raptures when they scored in the 54th minute when Tehau headed in at the far post from a corner.

They were growing in confidence and Nigeria became visibly frustrated until the islanders ran out of steam in the last 20 minutes.

Nigeria arrived in Brazil on Sunday after a dispute with their national federation over bonuses sparked a players' boycott which briefly threatened their participation.

It was Tahiti's first match against opponents from outside the Oceania Confederation, according to official records. - Reuters, June 18, 2013.

FBI relies on secret US surveillance law, records show

Posted: 17 Jun 2013 09:51 PM PDT

June 18, 2013

The FBI has used secret evidence obtained under the Foreign Intelligence Surveillance Act to prosecute at least 27 accused terrorists since 2007, according to a Reuters review of public records.

While the recent spotlight has been on the use of the FISA law by the US National Security Agency for surveillance programmes after disclosures by former NSA contractor Edward Snowden, the FBI also makes extensive use of the law for domestic counterterrorism.

The Reuters review highlights the extent to which the FBI has come to rely on FISA to investigate or thwart domestic attacks. It involved searching the national court docket using the database of Westlaw, which is owned by Thomson Reuters Corp, and includes only cases where prosecutors are required to file a notice under FISA. Other cases where FISA was used may be sealed.

The 27 cases in which the Federal Bureau of Investigation has used FISA evidence include both well-publicised and less-known investigations. They range from mass murder charges against Army psychiatrist Nidal Hasan for the shootings of 13 people at Fort Hood, Texas, in 2009, to the arrest in April of an 18-year-old in Chicago accused of planning to join an al Qaeda-linked group fighting in Syria. Both men await trial.

In an effort to shore up support for the NSA programme, US spy agencies may disclose publicly, for the first time a list of at least 25 terrorist attacks they say were thwarted by the agency's once-secret surveillance operations.

Many, if not all, of those NSA operations also used FISA for intelligence gathering. When the FBI uses FISA, it seeks approval from judges at the secret US Foreign Intelligence Surveillance Court (FISC) for phone, email and electronic surveillance and for searches of property, including "sneak-and-peak" search warrants in which agents covertly enter a business or home when the occupants are away, and try to leave no trail of their visit.

The public court records, often little more than a one-page notification by a Justice Department attorney, provide no specific details of these covert operations. Some case files include defence challenges to the FISA law; none have been successful.

The court files show that the FBI used FISA warrants in recent cases against an Oregon man charged with aiding a Pakistani suicide bomber; a Philadelphia man accused of joining an Uzbekistan terrorist organisation; and two Somali-born Minnesota women convicted of raising funds for al Qaeda-affiliated al-Shabaab rebels.

They also include FBI investigations of the New York founder of a radical Islamic website and a Moroccan man convicted of plotting a suicide attack at the US capital.

An FBI spokeswoman referred questions about the bureau's use of FISA to the Justice Department, and a spokesman there declined to comment.

SECRET COURT

FISA warrants are issued by the FISC in Washington. It was created in 1978 following congressional hearings that exposed illegal surveillance of American citizens - without court-authorised warrants. The court includes 11 judges, all of whom are veteran federal judges at the trial court level. They are appointed by the chief justice of the US Supreme Court to seven-year terms.

While FISA warrants are issued in secret, once an arrest is made by the FBI, US law requires prosecutors to file a short notice to the court if they intend to use classified evidence at trial. In addition to terrorism cases, the FBI has used FISA warrants in at least nine espionage and arms and military technology smuggling investigations since 2007.

The 27 alleged terrorism cases identified by Reuters in which the FBI used FISA evidence, and later disclosed that fact, represent only a small sampling of warrants issued by the secret court.

Last year alone, the government applied for 1,856 FISA warrants and - except for one that was withdrawn - all were granted.

The public records only identify cases in which the FBI used FISA evidence to make terrorism arrests inside the United States.

NSA CASES

In some cases where prosecutors filed a public court notice that the FBI used FISA, the NSA is also involved but the authorities are not required to disclose that in court.

For instance, U.S. officials have since the Snowden disclosures identified two such cases - an American man implicated in the 2009 attack by armed Pakistani militants in Mumbai, India, that killed 166 people, and an attempted plot against the New York City subway the same year.

In the New York case, the alleged plot leader, Najibullah Zazi, pleaded guilty to terrorism charges and is awaiting sentencing. An alleged co-conspirator, Adis Medunjanin, was sentenced to life imprisonment.

In a paper circulated to Congress on Saturday, US intelligence agencies said that broad NSA email monitoring under a programme made public by Snowden, called Prism, played a critical role in leading US investigators to Zazi, while sweeping NSA telephone data collection produced leads that led investigators to Medunjanin.

According to court records, the FBI also used FISA warrants to make cases against:

  • Abdella Ahmad Tounisi, 18, of Aurora, Illinois, who was arrested in April for allegedly trying to join al Qaeda-linked fighters in Syria. He is awaiting trial. US officials say he was a friend of Adel Daoud, an American accused of trying to set off a bomb outside a downtown Chicago bar last year.
  • Jesse Curtis Morton, a Muslim convert from Brooklyn who founded the Revolution Muslim website, which is linked to a half dozen other terrorism cases inside the United States, according to court documents. Morton is serving a 12-year sentence for posting online threats against the founders of the South Park television programme.
  • Amine El Khalifi, a Moroccan sentenced last year to 30 years in prison for plotting a suicide attack on the US capital.
  • Reaz Qadir Khan, a Portland, Oregon, municipal worker charged in April with conspiring to provide material support to a fatal 2009 suicide bombing at a regional Pakistani intelligence headquarters in Lahore. He awaits trial.
  • Betim Kaziu, a Brooklyn man convicted of conspiracy to kill American soldiers overseas and sentenced to 27 years in prison.
  • Bakhityor Jumaev, a Philadelphia man arrested last year in Denver and charged with being a member of an Islamic terrorist group allegedly seeking to overthrow the government of Uzbekistan. He awaits trial.
  • Amina Farah Ali and Hawo Mohamed Hassan, Somali-born Minnesota women convicted of raising funds for al Qaeda-affiliated al-Shabaab rebels. Ali was sentenced to 20 years and Hassan was sentenced to 10 years.  - Reuters, June 18, 2013.

Tarik balik kad pengenalan pendatang, usul ahli Parlimen BN kepada RCI

Posted: 18 Jun 2013 02:24 AM PDT

Oleh Mohd Farhan Darwis
June 18, 2013

- Bernama, 18 Jun, 2013.

Asia’s rising frontier with Latin America

Posted: 17 Jun 2013 06:07 PM PDT

June 18, 2013

In a world where Europe and the United States are struggling, both East Asia and Latin America are outperforming the pack, even if they, too, face challenges.

And yet, more than 12 years since it started, the Forum for East Asia-Latin America Cooperation (FEALAC) has not grabbed headline attention — not in the way, say, the BRICs (Brazil, Russia, India and China) have. Still, the relationship has grown.

Notwithstanding the considerable distances, inter-regional trade has grown at an average of 20.5 per cent over the past decade, projecting to reach US$500 billion (S$626.9 billion) this year. The full range of goods crosses the oceans, from manufactures to agricultural products, with resources especially important.

Global conditions are pushing the two regions closer. With the developed markets of the West still soft, the search is on for new markets and South-South cooperation. As the meeting's host this month, Indonesian Foreign Minister Marty Natalegawa said FEALAC can assist in "the next major shift in the world's geo-politics and geo-economy".

Yet, this cannot happen overnight — and if left to market forces, relations would be dominated by the larger or more developed countries. China, for instance, accounts for nearly 50 per cent of East Asia's trade with Latin America. Japan, too, has substantial ties.

Among the Latin Americans, Brazil attracts the most interest despite a recent slowdown. Mexico, too, is considerable in its own right and provides access to the US market through the North American free trade area.

But smaller economies on each side tend to be less noticed. Yet, Peru and Colombia rack up impressive growth rates, after making political changes and policy reforms. The recently-formed Pacific Alliance brings them together with Chile, Mexico and Costa Rica, accounting for US$445 billion in exports.

On the Asian side, the Association of South-east Asian Nations (ASEAN) — whose collective population of 650 million is more than all of Latin America — deserves more attention. As they integrate as an ASEAN community, their competitiveness will further improve, and the group could do more to link with the Pacific Alliance.

Individual countries, too, can further their ties. An estimated 100 Singaporean companies are present in Latin America, including Keppel, Sembcorp, Olam and Wilmar. Latin American companies venturing into Singapore include petrochemical company Braskem and mining giant Vale.

Thailand has a free trade agreement with Peru and has seen its exports to Latin America more than double in recent years. The efforts of different countries and sub-groups can serve as building blocks for FEALAC to become the premier forum for the inter-regional relationship and broaden the connections for all 36 participating countries. This is where governments can make a difference.

There remain gaps in business connectivity — information, infrastructure, logistics and trade facilitation. Progressively, the aim must be to fill these gaps, so that even the smaller and medium-sized enterprises, and not only the larger corporations, can access the inter-regional opportunities.

A broader foundation for engagement is also needed. This is difficult given the lack of historical interaction between the two regions.

Nevertheless, networks between universities and cultural institutions, and using the media and tourism, can foster better understanding and increase people-to-people contact. Building for the future, efforts are needed to interest the youth of both regions and help them develop intercultural skills.

These were among the recommendations put forward in Bali by a Vision Group appointed by the FEALAC ministers. Some ideas aim to jump-start a new stage in relations with iconic projects — such as a regular business forum and a network among universities. The longer-term goal is to deepen and broaden the inter-regional relationship, so that it can take its place alongside ties with the US and Europe.

Cliches about revolutions and drug smuggling may persist when Asians think about Latin America, and vice versa. The realities of trade and changes in global politics are, however, pushing both sides to rethink old assumptions.

The opportunities are real and substantial — more than when FEALAC began. But for these to be realised, Asians and Latin Americans must increasingly give attention to each other as a new frontier for engagement.

ABOUT THE AUTHOR:

Simon Tay is Chairman of the Singapore Institute of International Affairs. He served as his country's representative on a Vision Group for FEALAC and was the overall editor of the final report submitted to the Ministers at their meeting in Indonesia. - TODAY Newspaper, June 18, 2013.

Menjejaki Muhammad s.a.w

Posted: 17 Jun 2013 05:24 PM PDT

June 18, 2013

Mujahid Yusof Rawa is MP for Parit Buntar and PAS National Unity Committee chairman.

Hajat Tercapai

Kami Merindui Mu Ya Rasulallah

Sememangnya Ya Rasulallah, kami amat merindui mu....
